Nepal is passing through a historic transition from a unitary kingdom to a plural, democratic, multi\-religious, multi\-lingual, multi\-ethnic, multi\- cultural, republican, federal, secular, sovereign and modern nation\- state, embracing the aspirations of the Nepali people.
