Political scientist V. O. Key in 1949 described North Carolina as a "progressive plutocracy." He argued that in the areas of industrial development, public education, and race relations, North Carolina appeared progressive when compared to other southern states. Reconsidering Key's evaluation nearly sixty years later, contributors to this volume find North Carolina losing ground as a progressive leader in the South. The North Carolina barrier islands, a 325-mile-long string of narrow sand islands that forms the coast of North Carolina, are one of the most beloved areas to live and visit in the United States. However, extensive barrier island segments and their associated wetlands are in jeopardy. In The Battle for North Carolina's Coast, four experts on coastal dynamics examine issues that threaten this national treasure. According to the authors, the North Carolina barrier islands are not permanent. Rather, they are highly mobile piles of sand that are impacted by sea-level rise and major storms and hurricanes. Our present development and management policies for these changing islands are in direct conflict with their natural dynamics. Revealing the urgency of the environmental and economic problems facing coastal North Carolina, this essential book offers a hopeful vision for the coast's future if we are willing to adapt to the barriers' ongoing and natural processes. This will require a radical change in our thinking about development and new approaches to the way we visit and use the coast. In this book, Lindley S. Butler traverses oft-noted but little understood events in the political and social establishment of the Carolina colony. In the wake of the English Civil Wars in the mid-seventeenth century, King Charles II granted charters to eight Lords Proprietors to establish civil structures, levy duties and taxes, and develop a vast tract of land along the southeastern Atlantic coast. Butler argues that unlike the New England theocracies and Chesapeake plantocracy, the isolated colonial settlements of the Albemarle—the cradle of today's North Carolina—saw their power originate neither in the authority of the church nor in wealth extracted through slave labor, but rather in institutions that emphasized political, legal, and religious freedom for white male landholders. Despite this distinct pattern of economic, legal, and religious development, however, the colony could not avoid conflict among the diverse assemblage of Indigenous, European, and African people living there, all of whom contributed to the future of the state and nation that took shape in subsequent years. Butler provides the first comprehensive history of the proprietary era in North Carolina since the nineteenth century, offering a substantial and accessible reappraisal of this key historical period.
