This monograph examines China's approach to using sea power to defend and advance its maritime claims in the East China Sea and South China Sea. This approach, which Chinese strategists sometimes called "echelon defense," involves the use of non-military instruments of sea power--especially maritime law enforcement forces--to vie with other states for control over disputed maritime space. These non-military forces operate on the first line (or echelon) of China's expanding frontier. Behind them, on the second line, China employs naval forces to deter foreign leaders from using force, thereby compelling them to compete on China's own terms. The echelon defense approach allows China to gradually achieve its objectives without risking a conflict or giving other great powers such as the United States sufficient grounds to intervene. Since 2006, when this approach was pioneered, it has enabled China to expand its influence and control in maritime East Asia. But it has also harmed China's relations with its neighbors and other great powers. U.S. naval forces must be prepared to respond to a broad array of threats. Of increasing importance are those from chemical and biological warfare (CW and BW). To help review its current state of preparedness, the Chief of Naval Operations asked the National Research Council (NRC) to assess the U.S. Navy's defense capabilities against CW and BW threats. In particular to what extent are they being developed to enable naval forces to sense and analyze quickly the presence of chemical and biological agents, withstand or avoid exposure to such agents, deal with contamination under a broad spectrum of operational conditions, and over what period will these capabilities be realized. This report presents the results of that assessment. It provides an overview of the potential threats, and an evaluation of the Navy's operations, non-medical programs, and medical countermeasures designed to confront those threats. The report also presents a series of general and specific findings and recommendations based on these assessments.

A tactical and technical history of the development of British, American, and Japanese naval air defense from the 1920s to the 1980s. This is an account of the evolution of naval fighters for fleet air defense and the parallel evolution of the ships operating and controlling them, concentrating on the three main exponents of carrier warfare: the British Royal Navy, the U.S. Navy, and the Imperial Japanese Navy. It describes the earliest efforts from the 1920s, but it was not until radar allowed the direction of fighters that organized air defense became possible. Thus, major naval-air battles of the Second World War like Midway, the Pedestal convoy, the Philippine Sea, and Okinawa are portrayed as tests of the new technology. This was ultimately found wanting by the Kamikaze campaigns, leading to postwar moves towards computer control and new kinds of fighters. After 1945 the threats of nuclear weapons and standoff missiles compounded the difficulties of naval air defense. The second half of the book covers R.N. and U.S.N. attempts to solve these problems, looking at the American experience in Vietnam and British operations in the Falklands War. It concludes with the ultimate U.S. development of techniques and technology to fight the Outer Air Battle in the 1980s, which in turn point to the current state of carrier fighters and the supporting technology.
