NATO has many European and global partner countries. The political and military utility of all these partnerships is clear; they 'provide' more security than they 'consume'. But the utility for NATO of partners also changes over time. This book scrutinizes these partnerships, both from a NATO perspective and from that of its partners.

NATO established the Partnership for Peace (PfP) to increase cooperation with former Warsaw Pact members and provide many of these countries with a path to NATO membership. NATO is also developing a new Strategic Concept to clarify its mission and activities, including its relationship with PfP countries and other partners. The DoD-funded Warsaw Initiative Fund (WIF) supports the goals of the PfP program. The North Atlantic Treaty Organization (NATO) is the world’s largest, most powerful military alliance. The Alliance has navigated and survived the Cold War, the collapse of the Soviet Union, and the post-9/11 era. Since the release of the 2010 Strategic Concept, NATO’s strategic environment has again undergone significant change. The need to adapt is clear. Hybrid conflicts are characterized by multi-layered efforts to undermine the functioning of the State or polarize society. This book presents results, recommendations and best practices from the NATO Advanced Research Workshop (ARW) "Critical Infrastructure Protection Against Hybrid Warfare Security Related Challenges", held in Stockholm, Sweden, in May 2016. The main objective of this workshop was to help and support NATO in the field of hybrid conflicts by developing a set of tools to deter and defend against adversaries mounting a hybrid offensive. Addressing the current state of critical infrastructure protection (CIP) and the challenges evolving in the region due to non-traditional threats which often transcend national borders – such as cyber attacks, terrorism, and attacks on energy supply – the widely ranging group of international experts who convened for this workshop provided solutions from a number of perspectives to counter the new and emerging challenges affecting the security of modern infrastructure. Opportunities for public-private partnerships in NATO member and partner countries were also identified. The book provides a highly topical resource which identifies common solutions for combating major hazards and challenges – namely cyber attacks, terrorist attacks on energy supply, man-made disasters, information warfare and maritime security risks – and will be of interest to all those striving to maintain stability and avoid adverse effects on the safety and well-being of society.

The Chicago Summit also tested a new partnership policy adopted by Foreign Ministers in Berlin in April 2011 following months of profound discussions amongst the Allies on the role of partners that started before the adoption of the new strategic concept and was concluded at the Lisbon Summit. [...] The London Declaration on a Transformed NATO from July 1990 officially refers to the new strategic environment in Europe and the need to re-think the relationship between NATO and the Central and Eastern European countries. [...] According to the new Strategic Concept, NATO is to offer its partners "more political engagement with the Alliance, and a substantial role in shaping strategy and decisions on NATO-led operations to which they contribute." A need for reform of NATO's partnerships policy was imminent because the existing tools and frameworks were outdated and did not correspond to the new needs. [...] They also acknowledged a need to streamline the existing partnership tools in order to open all cooperative activities and exercises to all partners and to review the political-military framework for NATO-led PfP operations in order to update the way NATO works together with partners and shapes decisions on the operations and missions to which they contribute. [...] The meeting was to demonstrate the new flexibility and even if the selection of partners might have been a sensitive issue, it was a much needed test for the effectiveness of the new partnerships policy.
