NATO has many European and global partner countries. The political and military utility of all these partnerships is clear; they 'provide' more security than they 'consume'. But the utility for NATO of partners also changes over time. This book scrutinizes these partnerships, both from a NATO perspective and from that of its partners.

This study analyzes the NATO Partnership for Peace (PfP) and provides recommendations for future direction and changes to the program. It reviews the European security environment, the evolution of NATO and its post-Cold War transition, the development of PfP and its relationship to NATO expansion and the Euro-Atlantic Partnership Council (EAPC). PfP is exceeding the objectives set for the program: transparency in defense planning and budgeting, civil control of military forces, non-combat operations, cooperative military relations between NATO and partners, and force interoperability. PfP continues to evolve. It draws NATO and partners closer thus creating a more secure and stable Europe. Changes and improvement in PfP will continue to occur as the Alliance's roles and missions adapt to the dynamic environment in Europe. After extensive review of available literature, I propose the following recommendations: (1) the EAPC expand its political dialogue and allow partners a greater voice in the planning and execution of security actions, (2) EAPC and PfP focus greater emphasis on crisis prevention, (3) NATO and EAPC increase emphasis on arms control and disarmament, (4) NATO assign partner nation personnel to NATO subordinate commands and CJTFs, (5) NATO assist in moving ESDl from conceptual to operational status, and (6) NATO develop a sponsorship program for partner military units.

After the collapse of the former Soviet Union and the Warsaw Pact in 1991, North Atlantic Treaty Organization (NATO) allies and the United States sought new ways to cooperate with the political and military leadership of their former adversaries. In January 1994, NATO established the Partnership for Peace (PfP) to increase defense cooperation with former Warsaw Pact members and other former communist states in Central and Eastern Europe. Supported by the United States through the Warsaw Initiative, 1 the Partnership plays a key role in developing the military capabilities of those states and reforming their defense establishments. The Partnership also helps prepare aspirant countries for NATO membership. In 1999, the partner states of Hungary, Poland, and the Czech Republic three former Warsaw Pact members joined NATO. In 2002, NATO is expected to again extend invitations for alliance membership to partner countries. While NATO s decisions largely will be driven by political considerations, these decisions also will be affected by the military capabilities and contributions of aspiring states. Given the key role the Partnership for Peace has played in the transformation of NATO s relationship with these states, the significant U.S. involvement and investment in this program through the Warsaw Initiative, and the impending debate on potential NATO members drawn.

The focus of this book is on the fifteen-member European Union but its coverage extends to many other bodies which form part of today's Europe, such as the Council of Europe, the European Economic Area and Western European Union.

NATO established the Partnership for Peace (PfP) to increase cooperation with former Warsaw Pact members and provide many of these countries with a path to NATO membership. NATO is also developing a new Strategic Concept to clarify its mission and activities, including its relationship with PfP countries and other partners. The DoD-funded Warsaw Initiative Fund (WIF) supports the goals of the PfP program.
