There remains significant uncertainty about the exact scope and timing of climate change-related impacts on water resources, but the National Water Program and its partners need to assess emerging climate change information, evaluate potential impacts of climate change on water programs, and identify needed responses. This report is an initial effort to evaluate how best to meet our clean water and safe drinking water goals in the context of a changing climate. The ideas and response actions outlined here are the product of a cooperative effort among the EPA water program managers in national and Regional offices. A wide range of stakeholders participated in initial ¿listening session¿ meetings. Illustrations.

This book provides an interdisciplinary view of how to prepare the ecological and socio-economic systems to the reality of climate change. Scientifically sound tools are needed to predict its effects on regional, rather than global, scales, as it is the level at which socio-economic plans are designed and natural ecosystem reacts. The first section of this book describes a series of methods and models to downscale the global predictions of climate change, estimate its effects on biophysical systems and monitor the changes as they occur. To reduce the magnitude of these changes, new ways of economic activity must be implemented. The second section of this book explores different options to reduce greenhouse emissions from activities such as forestry, industry and urban development. However, it is becoming increasingly clear that climate change can be minimized, but not avoided, and therefore the socio-economic systems around the world will have to adapt to the new conditions to reduce the adverse impacts to the minimum. The last section of this book explores some options for adaptation.

The book provides an overview of climate change-sensitive water resources management with consideration of adaptation approaches, the assessment of climate change impacts, current contemporary management techniques, and ecological responses. Comprehensive assessments and studies from eight countries using innovative approaches that aid water management under evolving climates are documented. Topics ranging from hydrologic design to management and policy responses to climate change are discussed, which demonstrate updated theories that highlight methods, tools, and experiences on the topic of water resources under climate change. The generic approaches discussed, and their applications to different climate change-related problems, make this book appealing to a global readership. The practical and applied methodologies presented in the book and through insightful case studies discussed will provide readers worldwide with ready-to-use information to manage water resources sustainably under evolving climate. This book is ideally suited for water resource managers, scientists, professionals from water management agencies, graduate students, and national laboratory agencies responsible for water and environmental management.
