This paper discusses the Naval shipbuilding and repair enterprise from the vantage point of the National Shipbuilding Research Program (NSRP) collaborative of shipyards. The NSRP represents our Nation's shipbuilding and repair enterprise - both military and commercial. The paper will offer a relational perspective of the naval warship enterprise, from customer requirements and concept formulation, through design and construction, to life cycle maintenance. The paper will discuss the integrating tools and processes required for enterprise optimization, including the balanced application of lean principles and systems technology. The paper will outline challenges facing the whole, including acquisition constraints, requirements and specifications, needed investment, and arguably the most daunting - commitment to change. The process of even greater design, engineering, and production capability, based on advanced and more integrated computer applications, continues at an energetic pace. People, processes and tools have come together in a comprehensive way, in effect in a new culture, in order to really begin to take advantage of what is, in a sense, inherent in the tools. The paper will conclude with recommendations for the enterprise as a whole in meeting the challenges and continuing to provide the United States with the most advanced Navy in the world.

The "Implementation of Past NSRP Research through Education and Training" project was proposed in 1994 and funded as a 1995 NSRP project (SP 9-95-2). The concept was to analyze existing NSRP research and determine important areas where education and training could enhance implementation. The initial implementation involved development of two workshops and could be followed by additional educational and training projects contingent upon this project's results and future funding. This final report details the results of the analysis how the workshops were developed and presented and the workshop outcomes. The objectives of this project are as follows: * Identify important areas of existing NSRP research for which education and training can significantly facilitate the implementation of research results in U.S. shipyards. * Develop and present two short courses including related instructional materials at four locations in support of the implementation of two NSRP research areas deemed important but not yet widely and/or successfully implemented at U.S. shipyards. * Lay the foundation for additional courses to be developed and presented in support of NSRP research implementation in other important subject areas.

The paper discusses a number of facets of Computer-Aided Ship Design and Construction (CASDAC) in which the writer has been involved. A brief history of computers in the Navy is given, some notes on the CASDAC project, the flavor of two recent programs, Navy planning and philosophy in detail design. and construction, some notes on the Computer-Aided Piping Design and Construction (CAPDAC) project, and finally some notes on the increasingly important role of computer science. The U.S. Navy has a long history in the use of computers in shipbuilding. In May 1944 the first computer came into operation at Harvard, the Automatic Sequence Controlled Calculator -- the Harvard Mark I. This was designed and constructed by Professor Howard Aiken -- at that time a Commander in the United States Navy. It was the Bureau of Ships which first sponsored the operation of this calculator and some of the first problems attacked originated from the Bureau. In 1952, the Applied Mathematics Laboratory was established at the now David W. Taylor Naval Ship Research and Development Center (DTNSRDC) to initiate computer service to the Navy. For this installation the Univac's 6th computer was installed in 1953. Early work included shaft vibrations, shell stiffening, propeller design, underwater sound intensities, pipe stress analysis, and nuclear reactor design. Within a year, this computer was operating around the clock. By 1958, clients included personnel from the naval shipyards processing programs associated with their ship construction program. By 1960 naval shipyards possessed their own computers and programs were in operation for tank capacity tables, hull deflection, voltage drop, shock mounts, sound isolation, mast calculations, weights and moments, propulsion shaft bearing reactions, pipe bend calculations and pipe stress analysis.

TRB Special Report 306: Naval Engineering in the 21st Century: The Science and Technology Foundation for Future Naval Fleets examines the state of basic and applied research in the scientific fields that support naval engineering and explores whether Office of Naval Research (ONR) activities, under its National Naval Responsibility for Naval Engineering (NNR-NE) initiative, have been effective in sustaining these fields. The committee developed a series of conclusions and recommendations in five areas--the value of the NNR-NE, the state of science and technology supporting naval engineering, the wholeness of the NNR-NE research portfolio, opportunities for enhancement of research and education, and the effectiveness of the NNR-NE initiative. The report's recommendations are addressed to the administrators of the NNR-NE initiative and of ONR.
