This book assesses the extent to which an emphasis on national security and prioritization of state interests has dominated governance policy-making in Northeast and Southeast Asia, at the expense of human security, human development, and human rights. The findings are that in many cases, there are embedded structural obstacles to achieving human-centered governance objectives in the region. These relate to the role of the military, historical authoritarian legacies, and new authoritarian trends. Contributors examine not only the most obvious instances of military domination of governance in the region (North Korea with its “Military First” philosophy, Thailand since the 2014 coup, and Myanmar with its long history of military rule), but also less well known examples of the influence of conflict legacies upon governance in Cambodia, Timor-Leste, and Laos, as well as the emergence of new reservoirs of power and resources for the forces of authoritarianism.

This book takes up a wide variety of human security challenges beyond the dimension of human conflict, and looks at both natural and human disasters that the East Asian region faces or is attempting to resolve. While discussing various human security issues, the case studies offer practical lessons to address serious human security challenges in the framework of the ASEAN Plus Three and beyond. Against the backdrop of multifaceted globalization and parochial reactions thereto, this book is a powerful contribution to universal human security.

Faced with significant security challenges, in recent years Japan and South Korea have both sought to raise their international profile through peacebuilding, development, humanitarian assistance, and human security. This book assesses the past, present, and future potential of these niche diplomacy initiatives undertaken by Japan and South Korea, largely in Southeast Asia. The book concludes that not only do such nontraditional security channels have the potential to achieve meaningful change for partners and beneficiaries, but they could also form the basis of future confidence-building and security cooperation between Japan and South Korea, which have to date achieved little in the field of traditional security cooperation, despite facing many shared challenges. Each of the case-studies assesses the justifiability of intervening and of actions and policies implemented during the intervention, as well as considers the justifiability of the conditions left after UN withdrawal, while also including specific policy recommendations.
