On August 24-25, 2010, the National Defense University held a conference titled “Economic Security: Neglected Dimension of National Security?” to explore the economic element of national power. This special collection of selected papers from the conference represents the view of several keynote speakers and participants in six panel discussions. It explores the complexity surrounding this subject and examines the major elements that, interacting as a system, define the economic component of national security.

The United States' failure to educate its students leaves them unprepared to compete and threatens the country's ability to thrive in a global economy and maintain its leadership role. This report notes that while the United States invests more in K-12 public education than many other developed countries, its students are ill prepared to compete with their global peers. According to the results of the 2009 Program for International Student Assessment (PISA), an international assessment that measures the performance of 15-year-olds in reading, mathematics, and science every three years, U.S. students rank fourteenth in reading, twenty-fifth in math, and seventeenth in science compared to students in other industrialized countries. The lack of preparedness poses threats on five national security fronts: economic growth and competitiveness, physical safety, intellectual property, U.S. global awareness, and U.S. unity and cohesion, says the report. Too many young people are not employable in an increasingly high-skilled and global economy, and too many are not qualified to join the military because they are physically unfit, have criminal records, or have an inadequate level of education. The report proposes three overarching policy recommendations: implement educational expectations and assessments in subjects vital to protecting national security; make structural changes to provide students with good choices; and, launch a "national security readiness audit" to hold schools and policymakers accountable for results and to raise public awareness.

On April 22, 2010, the Bush School of Government and Public Service and the Strategic Studies Institute, U.S. Army War College co-sponsored a colloquium in Washington, DC, on a midterm assessment of leadership and national security reform in the Obama administration. Panelists included experts from the Project on National Security Reform; the Foreign Policy Research Institute; the Hudson Institute; the Council on Foreign Relations; the Reserve Officers Association; the American Security Project; and Creative Associates International, Inc. The colloquium theme focused on the need for advancing the research and study of national security reform by engaging the invited participants to share their expertise on ways to develop a deeper awareness and understanding of the reform issues facing the U.S. Government. Three panels of national security experts discussed: "Assessing National Security Reform"; "Legislative Imperatives"; and, "Assessing National Security Reform-The Way Forward." This book includes a summary of the panelists' presentations, along with chapters written after the colloquium to further address and to assess the effectiveness and the near-term potential for Obama administration's national security reform initiatives.

For the last sixty years, American foreign and defense policymaking has been dominated by a network of institutions created by one piece of legislation--the 1947 National Security Act. This is the definitive study of the intense political and bureaucratic struggles that surrounded the passage and initial implementation of the law. Focusing on the critical years from 1937 to 1960, Douglas Stuart shows how disputes over the lessons of Pearl Harbor and World War II informed the debates that culminated in the legislation, and how the new national security agencies were subsequently transformed by battles over missions, budgets, and influence during the early cold war. Stuart provides an in-depth account of the fight over Truman's plan for unification of the armed services, demonstrating how this dispute colored debates about institutional reform. He traces the rise of the Office of the Secretary of Defense, the transformation of the CIA, and the institutionalization of the National Security Council. He also illustrates how the development of this network of national security institutions resulted in the progressive marginalization of the State Department.
