The Office of the Director handles all general service of the Board members, publications and information, field offices and, through the Executive Officer, the administrative problems Of budget, personnel, Offices, etc. From time to time, technical committees, consisting of experts within and outside the Government, with no fixed membership or tenure, have been set up for studies of land, water, energy resources, relief policy, population changes, transportation, science, technology, etc. For all of the Board's studies great reliance has been placed on a Panel of Consultants who are selected for assign ment from time to time by reason of their specialized knowledge in the fields under investigation. They are not paid salaries but instead only a per diem allowance for services performed at great saving to the Govern ment.
