This facility is a 400 foot long concrete gravity dam across the Farmington River consisting of a 40 foot long right abutment housing three low level sluicee gates, a 300 foot long spillway, and a 60 foot long left abutment with a brick gatehouse housing six intermediate level sluice gates. The hydraulic height of the dam is approximately 33 feet. The six sluices in the left abutment discharge to a 640 foot long canal feeding a powerhouse at the end of the canal, which is not presently in use. The canal was excavated in the left riverbank and is lined with a concrete wall on the right side and a masonry wall on the left side. Based upon the visual inspection at the site, existing data, and past performance, the dam is judged to be in fair condition. No evidence of immediate structural instability of the dam or its appurtenances was observed, however, there is spalling of concrete on the abutments, canal walls, powerhouse bulkhead, and most probably on the crest and downstream face of the spillway and there is a seep at the juncture of the right abutment of the dam with the adjacent bedrock riverbank. The spillway capacity to the top of the dam is 33,000 cfs, which is equivalent to approximately 40% of the routed test flood outflow.

This dam consists of an earth embankment, and a concrete wall which extends from the embankments to the spillway on each end of the spillway. The earth embankment is 500 feet long, 8 feet wide at the top and 6.7 feet high, with a downstream slope of 2H:1V. The concrete spillway is located at the western end of the dam and is 40 feet long with 15 inch high permanently attached timber flashboards. Based on the visual inspection, and past operational performance, the dam is judged to be in POOR condition. There are large trees growing on the embankment. The concrete wall is severely cracked and spalled and has been exposed on the downstream side by erosion. Seepage is occurring through the wall and all along the downstream toe of the embankment. The test flood for this dam is the 100 year flood. The test flood has an inflow equal to 1810 cfs and an outflow discharge equal to 1800 cfs at a stillwater elevation of 233.1 which will overtop the dam by 1.0 foot. The maximum outflow capacity of the spillway with the water level at the top of the dam is 53 cfs, which is 3 percent of the test flood outflow.

The dam facility consists of a 325 foot long masonry spillway and a 335 foot long earthen embankment which span the Farmington River and are referred to as the main dam. The top of the earthen embankment is approximately 32 feet above the downstream riverbed. There are two other dams adjacent and perpendicular to the downstream face of the main dam. The 100 foot long forebay dam impounds the forebay, the body of water downstream of the left end of the dam which is utilized for industrial purposes by the adjacent factory. The wing dam, a 200 foot long abutment consisting of a 160 foot long spillway and a 40 foot long abutment located at the right end of the main dam, was originally intended to route flow to an adjacent powerhouse, which is no longer operational. Outflow from the project is over the three dam spillways and through eight sluice gates on the main dam, one mid-level and three low level sluices, as well as the closed intakes to the powerhouse, on the wing dam, and from a 42 inch square sluice and a 60 inch diameter pipe on the forebay dam. Based upon the visual inspection at the site, past performance of the dam, and existing data, this dam is judged to be in good condition. No evidence of instability was observed in the main dam or the two appurtenant dams. Based upon two existing flood plain reports and our computations, the spillway capacity is 55,000 cfs, which is equivalent to approximately 66% of the routed test flood outflow.

Whigville Reservoir Dam is an earthen embankment structure with a concrete/boulder core wall. The dam is 460 feet long and has a maximum height of 54 feet. The 40 foot long concrete/boulder spillway is located at the right side of the dam. Slope paving forms the approach to the spillway. The downstream face is mortared stone masonry. Stone masonry training walls form the wasteway section. The outlet works consist of an upper and lower gatehouse each of which connect to submerged concrete intake structures. A 24 inch diameter blow off pipe passes under the wasteway channel to a stone masonry waste pot. The dam is judged to be in generally poor condition. The riprap on the upstream face is in generally good condition. The vertical and horizontal alignment is good. The downstream slope is covered with an extensive growth of trees and brush. Apparent seepage and wet areas were noted near the toe and at both sides of the spillway channel. The concrete parapet walls are in fair condition, with areas of erosion, spalling and deterioration noted. The concrete spillway weir is in poor condition with severely deteriorated concrete. The spillway is not adequate to pass the PMF spillway test flood outflow (7730 CFS) without overtopping the dam. The test flood would overtop the dam by about 4.2 feet. The spillway would pass about 20 percent of the test flood outflow without overtopping the dam.

Moulsons Pond Dam is a stone masonry dam approximately 80 feet long and 23 feet high. The spillway is L shaped with a concrete cap that extends almost the total length of the dam. A bridge spans over the river immediately downstream of the spillway. The top of road is the dam crest and the west bridge abutment is the west spillway abutment. There is a 2-foot high concrete abutment at the east end that is 8 feet below the top of the dam. At the west end of the dam there is a 6-foot diameter pipe that passes beneath the roadway into a sluiceway that goes to an old mill. There is no control for this sluiceway which is always open and the water discharges into the downstream channel. There is no low-level discharge pipe.
