DeMarco Lake Dam was inspected by a team of engineers. The purpose of the inspection was to make an assessment of the general condition of the dam with respect to safety, based upon available data and visual inspection, in order to determine if the dam poses hazards to human life or property. Our inspection and evaluation indicates the spillway does not meet the criteria set forth in the guidelines for a dam having the above size and hazard potential. The spillway will not pass 50 percent of the probable maximum flood without overtopping but will pass 15 percent of the probable maximum flood. The spillway will not pass the flood which has a one percent chance of occurrence in any given year (the 100-year flood). The spillway design flood recommended by the guidelines is 50 to 100 percent of the probable maximum flood. Considering the volume of water impounded behind the dam and the hazard zone, the spillway design flood should be 50 percent of the probable maximum flood. The probable maximum flood is defined as the flood discharge which may be expected from the most severe combination of critical meteorologic and hydrologic conditions which are reasonably possible in the region.

Waters Edge Estates Lake Dam is located in Boone County in the State of Missouri, and crosses the Hominy Branch tributary of Hinkson Creek. The dam was constructed to impound water for recreational purposes. The exposed embankment did not have adequate protective grass cover at the time of inspection. Small rivulets and minor shrinkage cracks were observed on the embankment. There is a cut at the downstream toe exposing a 5-foot high vertical face. The materials exposed in the cut face appear to be moderately plastic sandy clay overlaying the foundation soils and shale stratum. The upstream slope has no riprap protection or grass cover. Consequently, surface erosion of the loose surficial material has taken place. In addition, some minor wave erosion of the face has taken place. The dam material, exposed on the upstream face and removed from below the water line, appears to be light brown, moderately to highly plastic clay.

The spillways will not pass the flood which has a ten percent chance of occurrence in any given year (10-year flood). The spillway design flood recommended by the guidelines is 50 to 100 percent of the probable maximum flood. Considering the damage zone and the reservoir storage volume, the spillway design flood should be 50 percent of the probable maximum flood. The probable maximum flood is defined as the flood discharge which may be expected from the most severe combination of critical meteorologic and hydrologic conditions which are reasonably possible in the region.
