Research reports and papers prepared for the Commission as part of its research program. The Commission's official conclusions and recommendations are fully presented in: Report of the National Commission on Judicial Discipline and Removal, submitted August 2, 1993.

In 1990, following several impeachment proceedings, Congress created the Commission and charged it with investigating the problems related to the discipline and removal of life- tenured federal judges, and evaluating alternatives to current arrangements for judicial discipline and removal. This work consists of the Research Papers (Books 1 & 2 of the bound set), the Hearings (Book 3 of the bound set), the Report and Executive Summary (Book 4 of the bound set) of the Commission, which were submitted to Congress, the Chief Justice, and the President in 1993.
