Good afternoon. I welcome everyone to this subcommittee's review of the President's proposed budget for nasa in fiscal year 1995. I want to emphasize that the testimony received and the issues raised at this hearing today will help frame our discussions for the whole 1995 nasa authorization bill, which is going to be done and passed this year. The last time that this subcommittee met to look into nasa's work was November 1993. As all of you recall the space program at that time was beset by a number of difficulties.
