Many of the chief divisions of government are not even mentioned, as we have chosen types of advance step from conditions more generally familiar to the public. At the Budget Exhibit to be given in October, 1910, by city officials themselves, a complete list of economies and improvements will be graphically and convincingly displayed. So many and so varied have been the changes, and so numerous and disconnected, that it has been impossible for the public to appreciate their magnitude or their relation to one another. Of these changes the editor of the St. Paul Dispatch and Pioneer Press has said: "New York City is getting closer than any other city in America to the ideal of municipal administration where unit cost can be determined and its reasonableness considered."
