From the UN Security Council and the European Union's Council of Ministers to obscure committees on food labelling or the scheduling of World Fairs, several thousand multilateral conferences are held each year. Why do governments deploy so much effort in these activities? What goes on behind the scenes at these meetings? How are their outcomes determined and what are the real-world consequences? Ronald A. Walker reveals the inner workings of such conferences, the result-oriented strategies that are pursued behind a façade of formal ritual and their impact on the behaviour of sovereign states.

Inside the United Nations illustrates some of the parameters surrounding consensus-building at the United Nations, seeking to provide new insights beyond what is already known. The author spent twelve years as P.R of Guatemala at the UN, offering him privileged observatories in all three of the main inter-governmental organs: the General Assembly, the Economic and Social Council, and the Security Council. The author presided over the Nuclear Non-Proliferation Treaty Review and Extension Conference (NPTREC) in 1995, which decided to extend the treaty indefinitely. The conference also reviewed the performance of the treaty over the 1990-1995 period. This book is an analytical record of a major multilateral conference, involving 175 countries, that succeeded in adopting final decisions without a vote. With the 2005 review taking place in May 2005, amid major concerns over non-adherence to the treaty and non-disclosure by several states, this is a relevant dissection of elements that can lead to successful outcomes in such multilateral conferences.

The contents cover four parts: Part One The End of the Era of Western Domination. The major strategic error that the West is now making is to refuse to accept this reality. The West needs to learn how to act strategically in a world where they are no longer the number 1. Part Two The Return of Asia. From the years 1 to 1820, the largest economies in the world were Asian. After 1820 and the rise of the West, however, great Asian civilizations like China and India were dominated and humiliated. The twenty-first century will see the return of Asia to the center of the world stage. Part Three The Peaceful Rise of China. The shift in the balance of power to the East has been most pronounced in the rise of China. While this rise has been peaceful, many in the West have responded with considerable concern over the influence China will have on the world order. Part Four Globalization, Multilateralism and Cooperation. Many of the world's pressing issues, such as COVID-19 and climate change, are global issues and will require global cooperation to deal with. In short, human beings now live in a global village. States must work with each other, and we need a world order that enables and facilitates cooperation in our global village.

Since the mid-1990s, the Chinese authorities have gradually come to embrace multilateralism to realize their basic foreign policy objectives in maintaining a peaceful international environment and enhancing China's international status and influence. This embrace is largely based on pragmatic considerations. There is no denial, however, that elements of liberalism and constructivism gradually enter into the considerations of Chinese leaders. They accept, for example, that non-traditional security issues can only be tackled through genuine multilateralism. This volume carefully examines China's increased participation in multilateral organizations and mechanisms and its efforts to initiate and develop its own discourses on global affairs straddling Asia, the Middle East, Africa and the Latin American continents. China's presence in international multilateral organizations has been providing developing countries a better chance to maintain a balance of power. Since China has no ambitious plan to transform the existing international order, its increasing enthusiastic engagement of multilateralism is likely to be accepted by the international community.

Winner of the 2020 Friends of ACUNS Biennial Book Award Group Politics in UN Multilateralism provides a new perspective on diplomacy and negotiations at the United Nations. Very few states ‘act individually’ at the UN; instead they often work within groups such as the Africa Group, the European Union or the Arab League. States use groups to put forward principled positions in an attempt to influence a wider audience and thus legitimize desired outcomes. Yet the volume also shows that groups are not static: new groups emerge in multilateral negotiations on issues such as climate, security and human rights. At any given moment, UN multilateralism is shaped by long-standing group dynamics as well as shifting, ad-hoc groupings. These intergroup dynamics are key to understanding diplomatic practice at the UN.

Multilateral negotiations on worldwide challenges have grown in importance with rising global interdependence. Yet, they have recently proven slow to address these challenges successfully. This book discusses the questions which have arisen from the highly varying results of recent multilateral attempts to reach cooperation on some of the critical global challenges of our times. These include the long-awaited UN climate change summit in Copenhagen, which ended without official agreement in 2009; Cancún one year later, attaining at least moderate tangible results; the first salient trade negotiations after the creation of the WTO, which broke down in Seattle in 1999 and were only successfully launched in 2001 in Qatar as the Doha Development Agenda; and the biosafety negotiations to address the international handling of Living Modified Organisms, which first collapsed in 1999, before they reached the Cartagena Protocol in 2000. Using in-depth empirical analysis, the book examines the determinants of success or failure in efforts to form regimes and manage the process of multilateral negotiations. The book draws on data from 62 interviews with organizers and chief climate and trade negotiators to discover what has driven delegations in their final decision on agreement, finding that with negotiation management, organisers hold a powerful tool in their hands to influence multilateral negotiations. This comprehensive negotiation framework, its comparison across regimes and the rich and first-hand empirical material from decision-makers make this invaluable reading for students and scholars of politics, international relations, global environmental governance, climate change and international trade, as well as organizers and delegates of multilateral negotiations. This research has been awarded the German Mediation Scholarship Prize for 2014 by the Center for Mediation in Cologne.
