"HUD's MTW demonstration program gives participating PHAs the flexibility to create innovative housing strategies through their fiscal year 2018. MTW agencies must create activities linked to three statutory purposes-reducing costs, providing incentives for self-sufficiency, and increasing housing choices-and meet five statutory requirements. Congress is considering expanding MTW and has asked GAO to examine what is known about (1) the program's success in addressing the three purposes, (2) HUD's monitoring efforts, and (3) the potential benefits of and concerns about expansion. GAO analyzed the most current annual reports for 30 MTW agencies; compared HUD's monitoring efforts with internal control standards; and interviewed agency officials, researchers, and industry officials."

The Moving to Work (MTW) demonstration program was created by Congress to give the U.S. Department of Housing and Urban Development (HUD) and local Public Housing Authorities (PHAs) the flexibility to test alternative policies for providing housing assistance through the nation's two largest housing assistance programs: the Section 8 Housing Choice Voucher program and the public housing program. The alternative policies are meant to increase the cost-effectiveness of assisted housing programs, promote the self-sufficiency of assisted families, and increase housing choices for low-income families. This book provides an overview of the history and purpose of the MTW demonstration program, followed by a description of some of the policies adopted by participating PHAs, and policy options for the future.

The Moving to Work (MTW) demonstration was established to give public housing authorities (PHAs) and HUD flexibility to design and test various approaches for providing and administering housing assistance that: 1.Reduce cost and achieve greater cost effectiveness in Federal expenditures; 2.Give incentives to families with children where the head of household is working, seeking work, or is preparing for work by participating in job training, educational programs, or programs that assist people to obtain employment and become economically self-sufficient; and 3.Increase housing choices for low-income families. The 33 current MTW agencies manage over 11% of all public housing units and near 13% of all vouchers. Combined, they receive roughly $2.7 billion in voucher funding, $730 million in public housing operating funds and $380 million in capital funds. MTW was legislated in 1996, implemented in 1999 and is set to run until the end of each participating agency's 2018 fiscal year. Over ten years into the demonstration, it is an opportune time to assess lessons learned from the early years of the demonstration in order to shape the coming years.
