This working paper focuses on the role of monitoring, evaluation and learning (MEL) for promoting effective climate risk management. It aims to introduce a conceptual framework that governments and development co-operation providers can draw on when developing MEL frameworks for their interventions on climate risk management. The paper also presents existing methods and tools to address the technical challenges to developing such MEL frameworks. Further, it provides examples of good practice for adjusting or updating existing MEL frameworks in support of climate risk management. It contributes to the project Strengthening Climate Resilience: Guidance for Governments and Development Co-operation of the Organisation for Economic Co-operation and Development (OECD).

This guidance provides a tool governments and development co-operation can draw on in their efforts to strengthen the resilience of human and natural systems to the impacts of climate change. It highlights three aspirations to consider when planning and implementing action to build climate resilience (country ownership; inclusiveness; and environmental and social sustainability).

Monitoring and evaluation (M&E) of climate change adaptation (CCA) poses an assortment of thorny methodological challenges. Individually, none are unique to CCA, but together they represent a very distinctive conundrum facing practitioners and policy makers. Adding to this complexity further, climate change may be global in nature but its impacts, and how we respond to them through adaptation efforts, cut across scales, sectors, and levels of intervention. As investments in climate adaptation increase, organizations are seeking to measure, assess and understand an array of adaptation initiatives, and derive learnings to inform policy and praxis. This issue presents findings from many of the most important contemporary CCA program evaluation research initiatives. The chapters represent the most coherent and current collection of CCA M&E research in this emerging and important field, written by many of its leading experts. Filled with examples and insights in formulating coherent responses to methodological challenges, it will be of interest to M&E scholars and practitioners globally. Climate change has become one of the most important global issues of our time, with far-reaching natural, socio-economic, and political effects. To address climate change and development issues from the perspective of evaluation, an international conference was held in Alexandria, Egypt. This book distills the essence of that timely conference, building on the experiences of more than 400 reports and studies presented. Developing countries may be particularly vulnerable to the expected onslaught of higher temperatures, rising sea levels, changing waterfall patterns, and increasing natural disasters. All societies will have to reduce their vulnerability to these changes, and this book describes how vulnerabilities may be addressed in a systematic manner so that governments and local communities may better understand what is happening. Different approaches are also discussed, including the use of human security as a criterion for evaluation as well as ways to deal with risk and uncertainty. Evaluating Climate Change and Development presents a rich variety of methods to assess adaptation through monitoring and evaluation. The volume deals with climate change, development, and evaluation; challenges and lessons learned from evaluations; mitigation of climate change; adaptation to climate change; vulnerability, risks and climate change; and presents a concluding chapter on the road ahead. Collectively the authors offer a set of approaches and techniques for the monitoring and evaluation of climate change.

The Third Assessment Report of the Intergovernmental Panel on Climate Change (IPCC) has presented strong evidence that human-induced climate change is occurring and that all countries of the world will be affected and need to adapt to impacts. The IPCC points out that many developing countries are particularly vulnerable because of their relatively low adaptive capacity. Therefore it is seen as a development priority to help these countries enhance their adaptive capacity to climate change.The Potsdam Institute for Climate Impact Research and Stratus Consulting organized a workshop in the fall of 2001 to develop an agenda for research on how best to enhance the capacity of developing countries to adapt to climate change. This research agenda is relevant for governments and institutions that wish to support developing countries in adapting to climate change. The workshop brought together experts from developing and industrialized countries, non-governmental organizations, and multilateral and bilateral donor organizations to discuss a number of important topics related to adaptation, adaptive capacity and sustainable development. A dozen papers were commissioned to cover these topics, both from a theoretical perspective and in the form of national case studies. The papers form the basis for this important book, which presents the latest interdisciplinary knowledge about the nature and components of adaptive capacity and how it may be strengthened./a
