A comparison of community perceptions across the two main forest tenure reform regimes – forestland designated for community use versus land owned by communities – does not show, on the ground, that one has consistently better outcomes than the other. This is likely due to multiple weaknesses in both types of reforms and the need to better integrate rights, conservation and livelihoods goals. Survey results from Indonesia, Peru and Uganda show a disturbing level of food insecurity across almost all sites and, with prioritization of rights and/or conservation, a failure to pay sufficient attention to livelihoods concerns. Greater attention to livelihoods requires: (a) increased awareness of food security and livelihoods needs in rural communities; (b) specific livelihoods goals as an objective of reforms; and (c) greater multisectoral and multilevel coordination in order to bring this about. Livelihoods concerns should be incorporated as a clear goal in forest tenure reforms and as a measurable indicator in efforts to evaluate reforms.

The Center for International Forestry Research (CIFOR) initiated the GCS-Tenure project in Indonesia, Uganda and Peru conducted the study to analyze the relationships between statutory and customary land tenure and how these relationships affect tenure security of forest-dependent communities, including women and other marginalized groups. Using a global comparative approach and standardized methodologies, the study analyzes the differential success or failure of policy and institutional innovations to enhance secure tenure rights. It also examines how these innovations identify strategies likely to lead to desired outcomes. The Participatory Prospective Analysis (PPA) is used as a first step by engaging key stakeholders. Through participatory meetings, all expert stakeholders progressively identify and develop a range of tenure security scenarios. They then elaborate actions in response to the scenarios identified. With the application of PPA, the research team aims to answer the following questions: What are the key factors influencing forest tenure security? What possible actions can mitigate negative implications (or reduce barriers impeding implementation) and promote positive changes (e.g. equitable access for women and marginalized groups? Who should be responsible for those actions? PPA aims to help decision makers understand the key drivers, challenges and future consequences of policy options.

Masculinities in Forests: Representations of Diversity demonstrates the wide variability in ideas about, and practice of, masculinity in different forests, and how these relate to forest management. While forestry is widely considered a masculine domain, a significant portion of the literature on gender and development focuses on the role of women, not men. This book addresses this gap and also highlights how there are significant, demonstrable differences in masculinities from forest to forest. The book develops a simple conceptual framework for considering masculinities, one which both acknowledges the stability or enduring quality of masculinities, but also the significant masculinity-related options available to individual men within any given culture. The author draws on her own experiences, building on her long-term experience working globally in the conservation and development worlds, also observing masculinities among such professionals. The core of the book examines masculinities, based on long-term ethnographic research in the rural Pacific Northwest of the US; Long Segar, East Kalimantan; and Sitiung, West Sumatra, both in Indonesia. The author concludes by pulling together the various strands of masculine identities and discussing the implications of these various versions of masculinity for forest management. This book will be essential reading for students and scholars of forestry, gender studies and conservation and development, as well as practitioners and NGOs working in these fields. Over the past decade, interest in gender equality and women’s empowerment has grown rapidly, creating a unique opportunity to institutionalize gender research within agricultural research for development. This book, edited by researchers from the CGIAR Gender Platform, reviews and reflects on the growing body of evidence from gender research. It marks a shift a way from a traditional focus on how gender analysis can contribute to improved productivity, flipping the question to ask, How does agricultural and environmental research and development contribute to gender equality and women’s empowerment? Chapters synthesize the wide range of CGIAR and other research in this area, covering breeding research and seed systems, value chain participation, nutrition-sensitive agriculture, natural resources, climate adaptation and mitigation, the “feminization” of agriculture, women’s role in agricultural research, and emerging gender transformative approaches.

Gender relations shape women’s and men’s identities, norms, rules, and responsibilities. They influence people’s access to, use, and management of land and other natural resources, including ownership, tenure, and user rights to land and forests. A substantial body of research on these issues comes from the CGIAR Research Program on Policies, Institutions, and Markets (PIM), through its Flagship 5 research theme. Flagship 5 focused on gender and social inclusion in relation to land and natural resource tenure and to landscape governance, and analyzed how tenure security affects sustainable management of land, water, fish stocks, and forests. This Food Policy Report reviews the scientific contributions from Flagship 5 to the broader wealth of related literature, including key lessons about gender from these studies with respect to outcomes and impacts on natural resource management, food security, and poverty alleviation.
