An in-depth study of the military, economic, and political implications of the strategic and tactical missile defences for the Asian-Pacific region. It offers recent research on the status of SDI and Asian-Pacific countries and offers an introduction to the SDI debate and Europe.

In 2015, Congress tasked the Department of Defense to commission an independent assessment of U.S. military strategy and force posture in the Asia-Pacific, as well as that of U.S. allies and partners, over the next decade. This CSIS study fulfills that congressional requirement. The authors assess U.S. progress to date and recommend initiatives necessary to protect U.S. interests in the Pacific Command area of responsibility through 2025. Four lines of effort are highlighted: (1) Washington needs to continue aligning Asia strategy within the U.S. government and with allies and partners; (2) U.S. leaders should accelerate efforts to strengthen ally and partner capability, capacity, resilience, and interoperability; (3) the United States should sustain and expand U.S. military presence in the Asia-Pacific region; and (4) the United States should accelerate development of innovative capabilities and concepts for U.S. forces.

We cannot expect in East Asia over the foreseeable future to see the sort of conflation of sovereign states that has occurred in Europe. We must anticipate that, for the foreseeable future, the requirement will be for the sensible management and containment of competitive instincts. The establishment of a multilateral security body in East Asia that includes all the key players, and which the major powers invest with the authority to tackle the shaping of the regional security order, remains a critical piece of unfinished business.

Since at least the early 1950s, the entire Asia-Pacific region has struggled with the complicated and complex relationship between China and Taiwan--today the Taiwan question is considered a potential flashpoint for a much larger international conflict. Bringing together experts from the United States and Taiwan, Assessing the Threat provides a comprehensive look at the dangers of military escalation in the Taiwan Strait, the latest advances in capabilities of the People's Liberation Army, and China's security relationship with the United States and the Asia-Pacific. There is increasing concern that Beijing is steadily shifting the balance of power across the Taiwan Strait in its favor. Recent advances in Chinese air and naval power, along with changes in PLA doctrine, have the potential to weaken deterrence and destabilize the cross-strait military balance. At this critical juncture, there is not question that this issue requires sustained, detailed analysis and that many measures can and should be taken to reduce the threat of conflict between China, Taiwan, and the United States. Assessing the threat offers such analysis as well as concrete suggestions and crisis management practices for government and military leaders in Washington, D.C., Beijing, and Taipei.

The People's Republic of China (PRC) has undertaken extensive military modernization efforts in the post-Cold War period. Many of these efforts are directed at curbing what the Chinese consider unchecked US influence in the Asia-Pacific region. Continuing efforts by the United States to develop and deploy ballistic missile defenses (BMD) threaten to undermine the PRC's sole overseas power projection instrument, ballistic missiles, leaving Beijing with a seriously weakened repertoire for coercion and undermining Beijing's long-term goal of acquiring the ability to counter US influence. This thesis examines China's national security interests in the near future and the ballistic missile defense capabilities being pursued by the United States. It then analyzes the implications of the potential competition between US BMD and Chinese ballistic missiles for Sino-American security relations.
