" Recognizing this potential, the White House Office of Science and Technology Policy (OSTP) and the Office of Management and Budget (OMB) have issued a joint memorandum to Federal agency heads that identifies nanotechnology as a research priority area for Federal investment in fiscal year 2001. The incidence of harmful algal blooms appears to be increasing in European and Asian waters, and along the Atlantic coast. The traditional technique to identify and monitor phytoplankton includes microscopic examination of water samples collected aboard research vessels.
