The Manchurian "Incident" of 1931 led to a Japanese occupation, the birth of Manchoukuo and the withdrawal of Japan from the League of Nations. At the time it seemed as if the army and navy were exerting a supreme influence. This volume points out that this influence is not new and that there are strong reasons for its existence and continuance. It shows how it is fostered by the peculiar political structure of the country, and how, though often unintelligible to Europeans, it may be understood and accounted for in the light of the historical and political background of Japan.

In 1960 the Japan-United States security treaty was rewritten amid controversy and rancor. In the years since, Japan has astonished the world with her comeback from the status of defeated nation to a major industrial nation. This book is a detailed study of Japan's foreign policy which guided the nation in its resurgence. Five years in the preparation, the book examines the three main pillars of Japanese foreign policy: national prosperity, national security and recognition of Japan as an international power. The author's detailed knowledge of Japanese domestic politics provides the essential background for an understanding of the nation's pursuit of its foreign objectives.

Since the early 1990s, there has been a clear evolution in the military dimension of Japanese diplomacy. From Gulf War I in 1991 to the present day, an incremental but unmistakable acceptance of, and resort to, military dispatches has taken place, and yet crucially, Japan has not morphed into a traditional military power. Exploring Japan’s involvement in both Afghanistan and Iraq, this book examines the evolution and nature of the new civil-military dimension in Japanese foreign policy. It shows how foreign aid, Japan’s traditional non-military diplomatic tool, was merged with the operations of the Japanese Self-Defense Force in Iraq and the activities of NATO-ISAF forces in Afghanistan, and emphasises the centrality of civilian power to Japanese foreign policy and diplomacy. However, Dennis Yasutomo argues that while a new civil-military security culture is replacing the old merchant state culture of pacifism and anti-militarism, Japan does not yet qualify as a military "normal nation". Further, the book’s exploration of the increased utilization of military power within the context of civilian objectives and non-military diplomatic instruments, sheds light on the current build-up of Japanese military power in East and Southeast Asia amid territorial disputes and nuclear threats, and highlights the impact that Japan’s new civil-military diplomacy may have on wider international affairs in the 21st Century. Drawing on interviews with key actors in Tokyo, as well as with practitioners who have served on the ground in Iraq and Afghanistan, this book will have broad appeal to students and scholars working on Japanese politics and diplomacy, military and security studies and international relations.

Excerpt from Control of Japanese Foreign Policy: A Study of Civil-Military Rivalry, 1930-1945 Since World War II there has been a radical change in international diplomatic alignments, and Japanese militarism appears now to be less feared by American policy-makers than by many informed Japanese civilians. Nevertheless, I hope that the value of this study of Japanese civil-military relations during fifteen years of prolonged crisis will be more than temporary, and that it will stimulate others to investigate in more general terms the recurring and as yet unsolved problem of military participation in government.
