Since the fall of the Berlin Wall, the countries of Central and Eastern Europe have had to deal with a completely new set of legislative and policy challenges relating to migration. This book reviews current and expected migration trends in Central and Eastern Europe, including trends in labour migration, transit migration, trafficking and migrant smuggling. It considers how EU enlargement eastwards is likely to affect international migration in Europe. It also examines how much progress the Central and Eastern European countries have made in aligning their migration legislation and migration policies with EU practice. The book concludes that virtually all the candidate countries appear to be on track as far as legislative developments are concerned, but few countries have seriously and systematically examined the question of what kind of migration policy they wish to develop in the future. Ten central and eastern European countries, along with Cyprus and Malta, joined the European Union in two waves between 2004 and 2007. This volume presents new research on the patterns of migration that resulted from the EU's enlargement. The contributors identify and analyze several new groups of migrants, notably young people without family obligations or clear plans for the future. Including case studies on migrants from Poland, Romania, Hungary, and Latvia--as well as on destination countries such as the United Kingdom and Germany--the resulting collection insightfully points towards future migration trends and sets guidelines for further research.

The 2004 entry of 10 Central and Eastern European countries, along with Malta and Cyprus, into the EU has caused a huge shift in the EU's external boundaries. The socio-economic and political transformations that this shift has caused not only suggest new regional development opportunities, but also many potential problems and tensions. While the EU insists that enlargement will not signify 'new divisions', processes of inclusion and exclusion and the imposition of visa restrictions on non-EU citizens could pose obstacles to co-operation, conjuring fears of an emerging 'fortress Europe' that effectively divides the continent. Illustrated with case studies from Central and Eastern European border areas, this book examines capacities for region building across national borders in within the context of EU enlargement, synthesizing the various insights provided by local information and suggesting ways forward for the future development of the EU's 'Wider Europe' strategy.
