Marketization is one of the most powerful reform doctrines reshaping the organization of public service delivery throughout the last four decades. This book revisits conventional ideas and models of marketization and compares how these have diffused and evolved across municipalities in England and Scandinavia. The book highlights the paths and impacts of marketization as diverse and dynamic and asks us to reconsider what and how we think about marketization. The content of the book is co-authored by researchers from four countries and builds upon comparable surveys and case-studies from two longstanding ‘spearhead’ services – parks and roads – for the implementation of marketization. The book appeals to scholars and policy makers with interests in discussions about the history and future of marketization in an international perspective.

Nursing homes are where some of the most vulnerable live and work. In too many homes, the conditions of work make it difficult to make care as good as it can be. For the last eight years an international team from Germany, Sweden, Norway, the UK, the US and Canada have been searching for promising practices that treat residents, families and staff with dignity and respect in ways that can also bring joy. While we did find ideas worth sharing, we also saw a disturbing trend toward privatization. Privatization is the process of moving away not only from public delivery and public payment for health services but also from a commitment to shared responsibility, democratic decision-making, and the idea that the public sector operates according to a logic of service to all. This book documents moves toward privatization in the six countries and their consequences for families, staff, residents, and, eventually, us all. None of the countries has escaped pressure from powerful forces in and outside government pushing for privatization in all its forms. However, the wide variations in the extent and nature of privatization indicate privatization is not inevitable and our research shows there are alternatives.

The past fifteen years have seen longterm care policies in the countries of the Organization for Economic Co-operation and Development (OECD) undergo substantial transformations, either through major policy reforms or through accumulated minor policy changes. This book brings together data from many OECD countries to compare key changes in national policies, examine the successes or failures of new approaches, and offer policy strategies for the future. The Nordic countries have the world's best working life. Unlike in many other countries, global competition has not created inequality, uncertainty, long working hours, standardization and restrictive managerial control. The main reason for this lies in the way interests are expressed and conflicts are resolved. Both employees and employers are well organized and both recognize the interests of the other. This book analyses the considerable variation in the shares of private provision for core services in education, health and social services, in the Scandinavian countries. The chapters compare countries, service areas, and the for-profit, non-profit and public sectors. Each focuses on different levels of change: the mix of welfare providers, national laws and regulations, governance in municipalities, nursing homes and schools, and finally, the consequences experienced by the users of the services. The authors ask which combinations of governance structures, service sector providers, and user choice give the best results for active citizenship.
