It Shall be the duty of the President to preside at all meetings of the Board; preserve order; rigidly enforce the rules; Sign all bonds, notes, agreements, deeds, mortgages, and other documents ordered to be executed by the Board; appoint all standing committees and all special committees, when not otherwise provided for; see that the requisitions of the laws for the government of the schools be pre sented to the members of the Board at the proper period for their action, and that the several committees discharge their respective duties; and perform such other duties as may properly appertain to his office or be enjoined upon him by the Board.
