Manpower analysis and planning for the energy sector is the cornerstone of any successful national energy program. The human resources aspect of energy problems, however, has received little systematic attention. Responding to the need for a comprehensive information source on this important subject, Professor Hosni's bibliography reviews research completed to date and documents the different strategies that have been developed to cope with changing conditions in the energy market. Providing an international perspective, it draws on the literature of the United States and fifty other countries, with particular attention to the Arab world, where both energy and manpower are critical to future development.

Economic analysis of substituting labour force for energy, focusing on a comparison of EC countries - examines power consumption in relation to employment and unemployment trends and according to agricultural sector, industrial sector and service sector, and presents cost benefit analysis to determine labour intensive employment creation and waste recycling potential in the motor vehicle industry and construction industry in France. The world's deserts are sufficiently large that, in theory, covering a fraction of their landmass with PV systems could generate many times the current primary global energy supply. In three parts, this study details the background and concept of VLS-PV, maps out a development path towards the realization of VLS-PV systems and provides firm recommendations to achieve long-term targets. This represents the first study to provide a concrete set of answers to the questions that must be addressed in order to secure and exploit the potential for VLS-PV technology and its global benefits.

Capacity building for the power sector is an important national responsibility, which Governments in Africa need to seriously address. The inability of Governments to mobilize the required level of investment and commitment to the development and retention of a wide array of skills needed by the power sector is, in part, responsible for many of the difficulties that are faced by the region's electricity industry.Under the aegis of the AFREPREN Capacity Building Theme Group, a regional study and four country studies (Zimbabwe, Mauritius, Ethiopia and South Africa) addressed the capacity building question in the African power sector. This volume presents the findings of the studies.The studies analyse issues of manpower recruitment, training and retention in national power utilities. They also highlight the challenges and implications of capacity building initiatives in a reforming electricity industry and propose innovative options for capacity building in the region's power sector.
