The COVID-19 pandemic has spurred perhaps the largest expansion of social protection systems in seventy years. Yet many people are still deeply affected by the crisis and are calling for even more help. Drawing on 25 000 responses across 25 OECD countries, the 2020 Risks that Matter survey finds that people are worried about keeping their jobs, paying the bills and staying healthy.

Prices of essentials like energy and food have increased dramatically in OECD countries, adding uncertainty to household finances despite a persistently strong labour market post COVID-19. The latest edition of the OECD Risks that Matter (RTM) survey confirms that costs of living are at the top of people’s minds even in the world’s wealthiest countries: around nine in ten respondents, on average, report feeling concerned about inflation.

What drives trust in government? This report presents the main findings of the first OECD cross-national survey on trust in government and public institutions, representing over 50 000 responses across 22 OECD countries. The survey measures government performance across five drivers of trust – reliability, responsiveness, integrity, openness, and fairness – and provides insights for future policy reforms.

What worries people across Latin America, North America, Israel and Europe? How do attitudes towards governments’ provision of social protection differ cross-nationally? This report finds that economic discontent is global, as many respondents of both the OECD’s Risks that Matter and LAPOP’s AmericasBarometer surveys say that their country’s economic situation is worse than it was last year, and that public satisfaction with government is low.

The 2021 Global monitoring report on financial protection in health shows that before the COVID-19 pandemic, the world was off-track to reduce financial hardship due to health expenditures because trends in catastrophic health spending were going in the wrong direction and the number of people incurring impoverishing health spending remained unacceptably high (Chapter 1). Chapter 2 summarizes emerging evidence on the consequence of the pandemic and the related macroeconomic and fiscal crisis that points to the likely worsening of financial protection for households, particularly as a result of declining income and consumption, along with rising poverty and inequality.

The recovery after the COVID-19 crisis requires policies and reforms that tackle inequalities and promote equal opportunities. However, the implementation of such reforms requires widespread support from the public. To better understand what factors drive public support, this report provides a detailed cross-country analysis of people’s perceptions of and concern over inequality.

Thriving middle classes are the backbone of democratic societies and strong economies, but in many countries, they face mounting pressure as their economic strength is eroding relative to higher-income households. Real wages and incomes for most middle-class households have grown only very slowly, and rising expenditures have been putting further pressure on living standards.
