Looking North, Looking South brings together the works of leading China, Taiwan, and Pacific politics specialists analysing a topic of growing importance: China and Taiwan's ever-growing involvement in the South Pacific. There is no doubt that China is on the rise in Asia, Africa, South America, the Caribbeans, and even the Antarctica and the Arctic, this rise can be partly attributed to China's activities in the South Pacific.This book will pinpoint China's involvement in the South Pacific within the context of China's wider foreign policy and the challenges it poses to the traditional dominant powers of the region — the China-Taiwan rivalry has helped to seriously alter the balance of traditional influence in the South Pacific where China is now one of the largest aid donors in the region, squeezing out Australia, New Zealand, and the United States, both in terms of funding and influence.

This book looks at Chinese policy towards the South Pacific in the context of China's grand strategy. Australia-Taiwan relations defy easy categorisation. Business and trade links are robust. Both countries support the US-led East Asian order and democracy. Yet, omnipresent pressure from China ensures relations are hard edged and mutually exasperating. Major law and policy issues in the South China Sea are discussed mainly from the perspectives of leading American and European scholars in the study of the complex South China Sea disputes. The issues include regional maritime cooperation and regime building, Southeast Asian countries’ responses to the Chinese assertiveness, China’s historic claims, maritime boundary delimitation and excessive maritime claims, military activities and the law of the sea, freedom of navigation and its impact on the problem, the dispute between Vietnam and China, confidence-building measures and U.S.-Taiwan-China relations in the South China Sea, and Taiwan’s role in the resolution to the South China Sea issues. Over the past three years, there have been several incidents in the South China Sea between the claimants, and also between the claimants and non-claimants over fisheries, collection of seismic data, exploration for oil and gas resources, and exercise of freedom of navigation. Third party concerns and involvement in the South China Sea disputes have been increasing as manifested in actions taken by the United States, India, and Japan. It is therefore important to examine South China Sea disputes from the legal and political perspective and from the view point of American and European experts who have been studying South China Sea issues for many years.

Resource wars, identity conflicts, disinformation, geostrategic rivalries, global power shifts, and an increasing number of non-state actors, make it difficult to analyse contemporary international relations. At the same time, contemporary power rivalries are increasingly affected by currency wars, economic diplomacy, competitive intelligence, economic warfare, indirect strategies, and state capitalism. The events in Ukraine in Spring 2014 reconfirm that Thomas Friedman’s flattening of the world (based on the coincidence of the collapse of the Berlin Wall and the emergence of Netscape and the Web; workflow software; uploading; outsourcing; offshoring; supply-chaining; insourcing; in-forming; and “steroids” like Facebook and Instagram) goes hand in hand with the fact that, as postulated by Robert Kaplan, geography still matters in a global world. Globalization exists because of local processes, and local processes are ultimately shaped by globalization. Geography remains among the primary factors shaping a country’s foreign policy. This book addresses the most fundamental geopolitical issues observable in a region where the “great game” of geopolitics is particularly still alive – in East- and South-East Asia. The contemporary geopolitical situation in this part of the world is far from stable: the width and depth of economic integration in the region resonates with the nature of political relations, crises in the global financial system, climate change, and the regional security architecture inherited from the Cold-War era. In terms of power relations, the particular changes in the region’s status quo imply an immediate intensification of the PRC’s activities within the framework of political and security dialogue with its direct neighbors, ultimately leading to a rivalry between China and the United States. Colonized since the 1600s, Taiwan is largely a nation of settlers. Yet within its population of 23 million are some 500,000 Aboriginal people. Genetic research has permeated both the political and popular spheres as Taiwanese nationalists and Chinese nationalists argue over the significance of migration theories and as the media proliferates genetic theories on predispositions to alcoholism. As this book demonstrates, genetics serve, on the one hand, to reinforce claims to a unique national identity and, on the other hand, to reinforce anti-Aboriginal prejudices. Increasingly, genetic research on Aborigines is being integrated into biotechnology planning, both in the country and through controversial US patent applications.
