The authors of this edited volume present a case for why locally led peacebuilding matters and how it can have measurable and meaningful impact, even beyond preventing political violence. This book contributes a set of local voices to a global problem – how to prevent armed conflict and lead to lasting peace. The authors argue that locally led peacebuilding by community based organizations (both formal and informal) plays a crucial role in preventing violence and cultivating peace, one that is complementary to peacebuilding work done by local, state, and national governments within countries and between nation-states. Through the case studies presented, Locally Led Peacebuilding presents evidence for how and why locally led peacebuilding can prevent violence, and invites practitioners and scholars to critically examine the implications of locally led initiatives. From these examples, we all have an opportunity to learn about creating, implementing, researching, and funding locally led peacebuilding.

Based on the swisspeace annual conference 2012, the publication examines the delicate balance between external interventions and locally-led initiatives. It addresses the question of what “local” means in the peacebuilding and development context; which actors on the ground actually represent the local level and how external actors choose their partners from amongst them. Moreover, it examines how local ownership - emerging as key criteria for any external intervention - is constituted: does this concept only imply local participation or is local control from the outset a must? Finally, it assesses the potential of locally-led initiatives and local conflict resolution mechanisms and their interaction with external interventions. Several authors provide insights on these questions and nuance our thinking about both local ownership and external interventions. As such, the publication aims to encourage critical reflections on this topical debate in peacebuilding and development.

Violent conflicts today are complex and increasingly protracted, involving more nonstate groups and regional and international actors. It is estimated that by 2030—the horizon set by the international community for achieving the Sustainable Development Goals—more than half of the world’s poor will be living in countries affected by high levels of violence. Information and communication technology, population movements, and climate change are also creating shared risks that must be managed at both national and international levels. Pathways for Peace is a joint United Nations†“World Bank Group study that originates from the conviction that the international community’s attention must urgently be refocused on prevention. A scaled-up system for preventive action would save between US$5 billion and US$70 billion per year, which could be reinvested in reducing poverty and improving the well-being of populations. The study aims to improve the way in which domestic development processes interact with security, diplomacy, mediation, and other efforts to prevent conflicts from becoming violent. It stresses the importance of grievances related to exclusion—from access to power, natural resources, security and justice, for example—that are at the root of many violent conflicts today. Based on a review of cases in which prevention has been successful, the study makes recommendations for countries facing emerging risks of violent conflict as well as for the international community. Development policies and programs must be a core part of preventive efforts; when risks are high or building up, inclusive solutions through dialogue, adapted macroeconomic policies, institutional reform, and redistributive policies are required. Inclusion is key, and preventive action needs to adopt a more people-centered approach that includes mainstreaming citizen engagement. Enhancing the participation of women and youth in decision making is fundamental to sustaining peace, as well as long-term policies to address the aspirations of women and young people.

Contemporary practices of international peacebuilding and post-conflict reconstruction are often unsatisfactory. There is now a growing awareness of the significance of local governments and local communitites as an intergrated part of peacebuilding in order to improve quality and enhance precision of interventions. In spite of this, ‘the local’ is rarely a key factor in peacebuilding, hence ‘everyday peace’ is hardly achieved. The aim of this volume is threefold: firstly it illuminates the substantial reasons for working with a more localised approach in politically volatile contexts. Secondly it consolidates a growing debate on the significance of the local in these contexts. Thirdly, it problematizes the often too swiftly used concept, ‘the local’, and critically discuss to what extent it is at all feasible to integrate this into macro-oriented and securitized contexts. This is a unique volume, tackling the ‘local turn’ of peacebuilding in a comprehensive and critical way. This book was published as a special issue of Third World Quarterly.

This volume searches for pragmatic answers to the problems that continue to beset peacebuilding efforts at all levels of society, with a singular focus on the role of legitimacy. Many peacebuilding efforts are hampered by their inability to gain the support of those they are trying to help at the local level, or those at regional, national or international levels; whose support is necessary either for success at the local level or to translate local successes to wider arenas. There is no one agreed-upon reason for the difficulty in translating peacebuilding from one arena of action to another, but among those elements that have been studied, one that appears understudied or assumed to be unimportant, is the role of legitimacy. Many questions can be asked about legitimacy as a concept, and this volume addresses these questions through multiple case studies which examine legitimacy at local, regional, national and international levels, as well as looking at how legitimacy at one level either translates or fails to translate at other levels, in order to correlate the level of legitimacy with the success or failure of peacebuilding projects and programs The value of this work lies both in the breadth of the cases and the singular focus on the role of legitimacy in peacebuilding. By focusing on this concept this volume represents an attempt to build beyond the critical peacebuilding approach of deconstructing the liberal peacebuilding paradigm to a search for pragmatic answers to the problems that continue to plague peacebuilding efforts at all levels of society. This book will be of much interest to students of peacebuilding, conflict resolution, development studies, security studies and International Relations.

In Local Ownership of Peacebuilding in Afghanistan: Shouldering Responsibility for Sustainable Peace and Development, Chuck Thiessen addresses the struggle of the Western-led mission in Afghanistan to ensure the formation of a locally experienced sustainable peace. Thiessen reports on current developments in peacebuilding theory and provides conversations with numerous peacebuilding leaders in Afghanistan about revising peacebuilding paradigms and strategies so that local, Afghan ownership becomes a central concern.

This book is concerned with the role that communication - understood as including both the factual and fictional mass media as well as the performative and visual arts - can play in post-civil war peacebuilding. It engages with questions of how a society can move from the civil war conditions of discursive dehumanisation to peaceful cooperation in post-civil war settings and how peacebuilders can help communities utilise the transformative capacity of communication to encourage the reimagining of and engagement with former enemies as co-citizens. Ultimately, civil and peaceful cooperation depends on the observance of discursive civility and the building of safe discursive spaces in which civil engagement between different groups of society (including former combatants and survivors) can safely take place. This book argues that understanding communicative peacebuilding in this way is fundamental to the achievement of self-sustainable everyday peace.
