In recent years, the contemporary social sciences have again turned their attention to space and places. The hypothesis is that these are not accidental episodes but a full-blown revolution in the way of viewing economic processes and their links with social and cultural structures. In other words, this new sensitivity to places offers the possibility of rethinking issues typical of economics in a different perspective that might be defined as local development, one of the terms most (ab)used in the contemporary scientific and political debate. In this book the authors will thus try to support more strongly, although in a necessarily simplified manner, the possibility of constructing a theory of local development. The key idea is that there is no single development model operating at a given time and valid for all places, but that it is more correct to talk of multiple development paths that co-exist in the same place at the same time (multiplicity of development paths). The central point is not to identify the succession of distinct hegemonic models (Fordism versus post-Fordism, mass production versus lean production and so on), but to show how the complexity of the contemporary economy demands new concepts to explain its apparent contradictions. In the authors' view, the conception of a theory of local development implies radical rethinking in institutionalist terms of the way of viewing the economy and production, recognising that behind economic development lies a wealth of institutional assets that make the encounter between local and global more open and varied than ever before (institutional biodiversity).

This book focuses on the nature and role of entrepreneurship in modern developed and emerging economies and societies, its relation to governments and universities, and its role in the often-forgotten informal economy. The aim is to position entrepreneurship in the post-crisis context and explore how its relation to universities and governments contributes to explain the countries’ and territories’ growth performance and resilience or vulnerability to the crisis. The accent is particularly on processes and patterns at local level and in small and medium-sized enterprises in local economic systems and districts, local systems of innovation, and the types and configurations of innovation these give origin to. With globalization, entrepreneurship has become fundamental for the competitiveness of territories and countries, for policy management and for development. The local dimension is fundamental because of agglomeration economies and effects, the advantages of proximity and the nature of knowledge and information. Furthermore, territories carry to the centre-stage tacit knowledge, localized social capital, embeddedness and interpersonal relations as fundamental components of their endogenous socio-economic development and competitiveness. When local systems are connected in a horizontal network, they contribute to the strength of national and international systems. To play a constructive role from this perspective, entrepreneurship must avoid local entrenchment and support the local economy to upgrade and be competitive. To do this, the entrepreneurs’ interaction and alliance with universities and governments is a must for those countries and localities wanting to emerge. This requires that enterprises, universities and governments create synergies and spill-overs to their mutual advantage.

This study examines the effects of technological change on economic growth and development, synthesizing extensive research from multiple disciplines, including geography and planning, regional science, entrepreneurship, technology policy and economics. It uses the framework of regional development to encompass economic dynamics at all spatial scales: national, regional and local. The concept of regional development is introduced as the qualitative or structural features of a region's economy, as opposed to its sheer size or growth rate. The analysis also examines the core-periphery dichotomy, where the core is defined as a set of regions in which complexity, technology, and control are the norm, and where linkages to other nodes and the global system are common. The discussion also draws a distinction between economic growth and economc development; the former designates increases in population within a specific area, or increases in the quantity or the value of the goods and services, and does not necessarily lead to qualitative improvements in life, the way development does. Technological capability is closely related to capability in R&D. Economic change, including technological change, is an evolutionary process. Much technological change is cumulative within firms, and within regions and nations. The analysis explains some reasons behind this phenomenon. It then focuses on the internal organization of R&D within firms. Issues of strategy, organization and external relationships are the means of competing in a setting of rapid technological and political change. R&D is necessary for competitiveness, but not enough; conventional strategies are changing to encompass people -- their contacts and skills -- as another vital basis for success of firms in new technologies and in alliances and other cooperations. The location of economic activities is explored. There are two major sets of influences on the innovativeness and competitiveness of places: (1) technical skills and information are key in the process of technological change and competition; and (2) urban areas contain a complex synergy of factors that smaller, more remote places cannot attain. Producer services, which are strongly based on knowledge and symbolic analysis, are therefore typically clustered in cities. Small firms and entrepreneurship are examined as a crucial part of a well-functioning regional economy. Research has demonstrated the close relationship between entrepreneurship and regional and local development. Innovativeness developed within local inter-firm networks both supports existing firms and presents opportunities for starting new businesses in order to serve newly identified markets. Networks of firms complement and sometimes substitute for a firm's own technological capability. Networks of large firms and the globalization of economic activity are then considered. Policy attempts at national, regional and local scales to influence the location of economic activity are analyzed. The economic progress and prospects of developing countries are assessed. Policies for innovation, entrepreneurship, and the functioning of the economy are essential, and require flexibility in order to respond to changing conditions in the world economy, in specific product markets, and in technology. Concludes with a discussion of some of the central themes that were facing society at the end of the 1990s, including basic needs for human development, environmental issues, employment and human capital, and infrastructures for future technologies. Economic challenges in developing Asian countries have become more complex: urban populations are growing at great cost to the environment, climate change has increased risks of natural disasters, and income gaps within and between developing countries are widening. These factors threaten the sustainable growth and development of urban areas, the drivers of Asia's economy. A strategic approach for inclusive growth is needed. The City Cluster Economic Development approach provides a strategic framework and a set of analytical tools, which governments, businesses, and communities can use to support the inclusive and sustainable development of competitive urban economies in Asia. Said approach was developed and tested by the Asian Development Bank to improve the basis for integrated planning and development of urban regions in Asia and the Pacific. It also elps urban managers and other city stakeholders identify action plans and determine priority investment areas.

Drawing on a rich literature and case study material from selected industries, and elaborating on key concepts such as firms and competencies, industries and industrial systems, and competitiveness and prosperity, this book sets out to answer three broad research questions: * What is competition about in today's economy? * Why do geographical areas (local milieus, cities, regions, countries) specialize in particular types of economic activity, and why do patterns of specialization, once in place tend to be so tremendously durable? * How can high-cost regions in general and small industrialized countries in particular sustain competitiveness and prosperity in an increasingly globally integrated world economy? This book points the way out of a dilemma created by recent industrial theory and policy: is it possible for countries which are not destined to be leading high-tech powers to take advantage of the current conjuncture of increasingly open-markets.
