The International Commission on Education for the Twenty-first Century, under the chairmanship of Jacques Delors, published in 1996 its report entitled Learning: The Treasure Within. Widely debated within the educational community and in political circles, the report revolved around the central theme of learning throughout life, stressing the importance of formal and non-formal lifelong education in a rapidly changing world. This book, intended for educational planners and policy-makers, brings together the main issues discussed at the follow-up conference on learning throughout life, held in Lisbon in 1999. Although it is acknowledged that learning throughout life is a crucial issue in most countries, this book shows that there is still a long way to go before it becomes a reality. The place of formal and non-formal education is still to be clearly defined, and there is an urgent need for the creation of educational structures with a global approach to lifelong education that take into consideration the multiple aspects influencing both teaching and learning at this time of dramatic, worldwide economic and societal change.

This book examines lifelong learning from different angles and follows the trajectory beginning with the expansive notion of lifelong education promoted by the United Nations Educational, Scientific, and Cultural Organization (UNESCO) and its subsequent version intended to better suit the neoliberal framework and make EU countries more competitive in the global economy. The authors critique this version of lifelong learning by contrasting it with the notion of critical literacy. This book contains the major papers presented during the International Conference on Lifelong Learning: Global Perspectives on Education, held in Beijing, China, from 1 to 3 July 2001. Almost 200 participants from government agencies, academic institutions, research organizations, multilateral agencies and non-government organizations from 40 countries, shared their policies and practices on lifelong learning in their respective contexts. This compilation illustrates the range of perspectives and practices in different parts of the world. The organizers of this conference, the Beijing Academy of Educational Sciences, the Chinese National Commission of UNESCO, the American Association for Adult and Continuing Education, the Socrates Program of the European Commission and the UNESCO Institute for Education looked forward to the unique opportunity of bringing together such a range of stakeholders, not only for exchanging experiences but more important, to collectively reflect and analyse the implications for policy and educational practices of such discourses and experiences.
