Excerpt from Twenty-Ninth Annual Joint Debate: Of the University of Wisconsin Held at Library Hall, December 16, 1898 There is, Of course, a great obstacle in the way of the introduce tion of such a system of ownership and control in American cities, and that is the acquisition of the properties. European street railways are insignificant when their values are compared with the immense systems in the United States. The condem nation, under the right of eminent domain, of a continental street railway worth perhaps three or four hundred thousand dollars, and the assumption of the road by the city at a fair valu ation is but a bagatelle compared with the taking over of the street railways of a city like Chicago, worth at the least calcula tion from seventy - five to a hundred million dollars. But the city of Chicago has the power to obtain practically all the advantages of actual ownership if it. Will but choose capable men to act for it in the common council, men who will thor oughly and conscientiously apply themselves to the solution of the problem. The street railway companies Of Chicago have on the whole given the city excellent service. They have aided greatly in the distribution of population over wider areas, and have no doubt created large real estate values. Ivhile profiting themselves with the growth of the city they have nevertheless contributed much to its growth. They have adopted a very lib eral extension policy, so liberal that Chicago has today more miles of street railway than any other city in the world. Mil lions of dollars of capital have been brought to the city and in vested. In some cases, as for example the elevated roads, years must elapse before adequate returns on the actual cost are de rived. Millions have been spent in experimentation, reconstrue tion and in the development of the system. These things must be taken into consideration, in a careful study of the situation, and it is these very things which are sometime-s entirely ignored by the reformer. Excerpt from University Extension: An Address Delivered Before the Wisconsin Teachers' Association, at Madison, December 29, 1890 In the carrying out of the courses, various auxiliary means are made use of to give effectiveness and interest. A syl labus, containing an analysis of each lecture, a list of refer ence and text-books on the subject, quotations, statistics, subjects for short essays, or papers by the students, is a common, indeed a nearly universal, expedient. In some in stances, a traveling library is made use of, consisting of a small selection of books, especially applicable to the sub ject of the course, which is kept in a strong chest that serves at once as a bookcase anda shipping box. These books are either loaned in rotation, or deposited in some accessible room for reference. TO avoid carrying about cumbersome diagrams and specimens, a projecting lantern is much used as a means of illustration. Local museums, private collections and local school apparatus are made serv iceable, as far as practicable. The famous library of Alexandria, founded around 295 BCE by Ptolemaios I, housed the greatest collection of texts in the ancient world and was a fertile site of Hellenistic scholarship. Rudolf Blum’s landmark study, originally published in German in 1977, argues that Kallimachos of Kyrene was not only the second director of the Alexandrian library but also the inventor of two essential scholarly tools still in use to this day: the library catalog and the “biobibliographical” reference work. Kallimachos expanded the library’s inventory lists into volumes called the Pinakes, which extensively described and categorized each work and became in effect a Greek national bibliography and the source and paradigm for most later bibliographic lists of Greek literature. Though the Pinakes have not survived, Blum attempts a detailed reconstruction of Kallimachos’s inventories and catalogs based on a careful analysis of surviving sources, which are presented here in full translation.
