The June 2019 OMB Circular No. A-11 provides guidance on preparing the FY 2021 Budget and instructions on budget execution. Released in June 2019, it's printed in two volumes. This is Volume I. Traditionally, economics training in public finances has focused more on tax than public expenditure issues, and within expenditure, more on policy considerations than the more mundane matters of public expenditure management. For many years, the IMF's Public Expenditure Management Division has answered specific questions raised by fiscal economists on such missions. Based on this experience, these guidelines arose from the need to provide a general overview of the principles and practices observed in three key aspects of public expenditure management: budget preparation, budget execution, and cash planning. For each aspect of public expenditure management, the guidelines identify separately the differing practices in four groups of countries - the francophone systems, the Commonwealth systems, Latin America, and those in the transition economies. Legislative branch revolving funds support the '¿¿business-type activities'¿¿ of the House, Senate, and legislative branch agencies. The legislative branch currently has 26 revolving funds, including 7 funds for the House of Rep., 9 for the Senate, 5 for the Architect of the Capitol, 4 for the Library of Congress, and one for the Gov'¿¿t. Printing Office (GPO). As of the close of FY 2008, the funds range in size from $10,000 for the Senate Computer Center Fund to $216.5 million for the GPO revolving fund. In contrast, the legislative branch appropriation for FY 2010 was $4.65 billion. This report traces the establishment, use, and development of these funds.
