This book presents some of the results from the second stage of lEA's study of Computers in Education (CompEd). lEA, the International Association for the Evaluation of Educational Achievement, conducts international comparative studies focussing on educational achievement, practices, and policies in various countries and education systems around the world. It has a Secretariat located in Amsterdam, the Netherlands. lEA studies have reported on a wide range of topics, each contributing to a deeper understanding of educational processes. The CompEd study is a project that sheds light on the way computers have been introduced in education and on how they are being used across the world today. The study proceeded in two stages with data collected for stage 1 in 1989 and for stage 2 in 1992. Results from both stages have been published in a variety of publications. This book reports about a special part of the study. Student achievement and school processes come into being in the context of the structure and the policies of national (or regional) education systems. The variety found in the CompEd results led us to ask how much might be explained by differences in these national or regional contexts. That is the reason the CompEd study took the initiative to invite the countries participating in the study, as well as some other countries that have had interesting developments in the domain of educational computers, to write a chapter describing their policies and practices regarding computers in education.

Les chemins qu’empruntent les enfants pour apprendre gardent toujours une part de mystère et réservent nombre de surprises, le plus souvent fort agréables. Lorsque des embûches se présentent, lorsque l’enfant peine pour apprendre, les parents, l’entourage familial ou éducatif au sens large ainsi que les enseignants, sont bien souvent pris au dépourvu. L’appel aux professionnels de santé est devenu un recours incontournable, dès que des « difficultés d’apprentissage » sont repérées chez un enfant. Écouter, observer... pour pouvoir aider au mieux, voici le défi auquel sont confrontés les soignants en collaboration avec la famille et l’équipe enseignante. Les auteurs de cet ouvrage – pédopsychiatres, psychologues, orthophonistes – s’appuient sur une longue expérience clinique de consultation hospitalière spécialisée dédiée aux troubles du langage et des apprentissages chez l’enfant (centre référent). L’enjeu d’un bilan pluridisciplinaire réalisé dans ce cadre est de proposer une analyse approfondie des difficultés, et de dégager, à partir des observations recueillies, des points d’appui et des leviers afin d’orienter les actions thérapeutiques et les remédiations dont pourra bénéficier l’enfant en difficulté. Les nombreuses vignettes cliniques décrivant le parcours des enfants au sein de ce centre référent ainsi que la description des outils de travail clinique utilisés, feront partager au lecteur l’expérience quotidienne de l’équipe d’auteurs cliniciens. Largement illustré par des cas cliniques évocateurs, ce livre intéressera tous les acteurs du soin – équipes de proximité (CMP, CMPP, SESSAD... ), équipes hospitalières spécialisées et praticiens libéraux (orthophonistes, psychologues, psychomotriciens, ergothérapeutes, psychopédagogues, pédiatres, pédopsychiatres, neuropédiatres...) – ainsi que les acteurs des champs pédagogique, éducatif et associatif, engagés auprès des enfants, sans oublier les familles.

The basic aim of this special issue is to focus on the profound change of tendency in education that is taking place at both the national and interna tional level. At a time when education and lifelong learning are increasingly merging into one process, it is important to examine the ways in which edu cational policies and practices are evolving. Consequently, we invited a variety of contributors, both men and women, coming from different regions and encompassing both research and practice, to identify significant phenomena and trends that are indicative of the ways in which systems of education are responding to new social and cultural demands. We asked our contributors to show how educational reality in different countries is no longer confined within the temporal and spatial limits of institutional education, to indicate how models of educational practice are changing, to examine the extent to which the traditional cycles of human life are shifting their boundaries, and to describe how these changes are mani festing themselves in different national contexts in both South and North. We also asked our authors to pose questions raised by this educational revolution. We have included 17 contributions, some of the authors analysing par ticular national situations, others drawing questions and observations from their own experiences or taking a searching look at education from the perspective of a practical involvement in social iSl>ues or from a background of research into popular arts and traditions.

Cet ouvrage présente une série d’orientations politiques, ainsi que leurs déclinaisons opérationnelles, permettant aux pays d’Afrique subsaharienne de relever le défi de l’amélioration de l’apprentissage tout en élargissant l’accès et en assurant l’achèvement d’une éducation de base pour tous. L’étude souligne l’importance de configurer le système éducatif de manière à ce qu’il soit constamment axé sur les résultats et à ce que tous les enfants aient accès à de bonnes écoles, du matériel d’apprentissage de qualité et d’excellents enseignants. L’approche de cet ouvrage est unique car elle caractérise les pays en fonction des défis auxquels ils ont été confrontés dans les années 1990 et selon les progrès accomplis en matière d’éducation au cours des 25 dernières années, ce qui permet ainsi aux pays de la région d’apprendre les uns des autres. Les auteurs présentent une revue de littérature et y ajoutent de nouvelles analyses tirées de multiples données provenant d’une trentaine pays de la région. Ils intègrent également des résultats de recherche sur ce qui influence l’apprentissage des enfants, leur accès à la scolarisation et les progrès accomplis grâce à l’éducation de base. Le livre tire des leçons sur la région pour la région à partir de ce qui fonctionne et de ce qui serait nécessaire d’améliorer. Le livre explore quatre pistes pour aider les pays à ajuster leurs systèmes éducatifs afin d’améliorer l’apprentissage : poursuivre les efforts inachevés visant à assurer une éducation de base universelle et de qualité, assurer une supervision et un soutien efficaces des enseignants, concentrer les priorités de dépenses et les procédures budgétaires sur l’amélioration de la qualité, et combler le déficit de capacités du système institutionnel. L’ouvrage se termine par une évaluation de la manière dont les prévisions de taux de fécondité et de croissance économique peuvent impacter les progrès futurs en matière d’éducation.

Using the Education for All (EFA) global movement as the setting, this book surveys the complex labyrinths of international education policy making, the design and implementation of system-wide educational reform, and the assessment of learning outcomes in the African context. It addresses the following questions: what does it mean for African states to reform their educational systems to meet the global agenda of Education for All and the Millennium Development Goals? Under what structural conditions have African governments implemented universal primary education programs, and with what outcomes? What are the lessons learned and how do these inform the post-2015 agenda for universal primary education in Africa and other developing countries? This book provides answers to these questions and opens the possibilities for new approaches to Education for All in the context of constrained resources, unstable political climates, and the agency of local communities. It is undeniable that African governments responded to the educational goals espoused in EFA and MDG paradigms through their own “education for all” plans and expended vast resources to realize these objectives. However, there remains a serious gap in knowledge about the design of these plans, the influence of local and international forces in their development, the challenges inherent in executing comprehensive and multifaceted reforms to achieve these goals, and the success of the reform measures as evident in student learning outcomes. This book addresses this knowledge gap in three ways. First, it utilizes empirical data collected over a five-year period from six African countries—Kenya, Mali, Senegal, Nigeria, Tanzania, and Uganda—to illuminate how the global agenda on education has been debated, designed, and implemented across the continent, and with what outcomes. Second, it frames the six nation case studies within the wider logic of international educational policy agenda and the continent-wide search for education quality. Finally, the analysis of universal primary education strategies is undertaken from an interdisciplinary perspective thereby allowing a more comprehensive view of the educational reform.
