Después de diez años, Terre des Hommes, Francia, organización de solidaridad internacional, ha trabaja- do sobre los Derechos Economicos Sociales y Culturales (DESC) en el mundo y les ha dado un contenido concreto y realista, manteniendo los esfuerzos de los colectivos que, en particular en los países del Sur, se esfuerzan en hacerlos progresar. En este libro se muestran nueve estudios de la aplicación de los DESC en varios países de África, Asia y América Latina. En el mundo que surge después de la guerra fría , la promoción y la defensa de los derechos económicos , sociales y culturales encuentra su lugar de ser tanto en el Norte como en el Sur. En el Norte se trata de conservar y hacer evolucionar los derechos adquiridos, susceptibles, a menudo en nuestra época, de reestrucutraciones. En el Sur, en donde en muchas partes son aún derechos a conquistar en el marco de las democracias más o menos sólidas y muchas veces únicamente formales, donde se da una ausencia de gobernabilidad , una presencia de las guerras y un foso entre los grupos sociales muy acusado. Frente a estas amenazas que una globalización salvaje proyecta sobre los derechos es imprescindible repensar las responsabilidades del Estado en su implantación y reconocer la necesidad de la legitimidad de una sociedad civil activa, cívica y solidaria que los haga exigibles con toda urgencia.

These memoirs trace the wild and adventurous life of Pérez Rosales from his childhood up to the 1860s. During that approximately half-century he saw and did more than a dozen ordinary men. At age eleven in Argentina he witnessed the executions of Luis and Juan Jose Carrera. From there, his activities and adventures took him on several journeys on sailing vessels around Cape Horn; to Paris, where he witnessed the July revolution of 1830; to various commercial endeavors including a distillery, the practice of medicine, and cattle smuggling; into service as an advisor to an Argentine warlord; as a miner for precious metals in the north of Chile; as participant in the California Gold Rush in 1849; as director of the government's project for German immigration and settlement in the wild south of Chile; and also as Chilean consul and immigration agent in Hamburg. Around the world, Rosales lived through many of his era's watershed moments. His exciting memoirs offer a chance to relive the rush and chaos of these times--from a much safer vantage.
