Ce livre montre combien message démocratique et construction européenne partagent un destin commun : l'Europe ne devra sa survie dans la civilisation et sa place dans les relations internationales qu'à la solidité et à la vigueur de sa démocratie. Inversement, c'est dans l'Union européenne, seul espace de paix librement construit entre nations souveraines, que la démocratie acquiert un caractère d'exemplarité unique au monde. Ce double constat impose aux nations européennes un devoir de réflexion sur les valeurs et le mode de gouvernement qui fondent leur modèle et leur inspirent le désir de vouloir vivre ensemble. Alors qu'elle veut réaliser entre ses membres une cohésion toujours plus étroite, l'Union européenne n'a pas lancé le grand débat public qui aurait permis à ses citoyens de se poser ces questions.
