Europa hat im 20. Jahrhundert eine Reihe unterschiedlicher Kooperationsmodelle erlebt. Ausgehend von Richard Coudenhove-Kalergis Vorstellung eines Pan-Europa, diskutieren die Beiträge dieses Bandes politische, kulturelle und finanzielle Kooperationen auf europäischer Ebene. Zeitliche Schwerpunkte bilden dabei die Zwischenkriegszeit, die kommunistische Periode und die Phase nach dem Zusammenbruch der Sowjetunion, die den betroffenen Staaten neue Chancen multilateraler und regionaler Zusammenarbeit eröffnete. Die Autorinnen und Autoren sind an universitären und außeruniversitären Einrichtungen in Berlin, Bochum, Budapest, Cluj-Napoca und Regensburg beschäftigt. It is increasingly recognised that EU development cooperation policy has failed to meet its stated aims. In this book, Arts and Dickson ask the obvious and important question: if the policy doesn’t work, why bother with it? The authors assess why EU development policy has become largely ineffective, citing among the external causal factors the liberalisation of trade, and the growing influence of US and international actors such as the World Bank and the International Monetary Fund upon EU policy. It also considers contributing factors within the EU such as the enlargement of its membership and the resulting shifts in priorities. It is this analysis of internal and external factors affecting the decline of EU development policy that makes this study both innovative and unique. Following the end of the Second World War, the creation of regional organizations in Europe provided niche functions to help ensure regional stability through security and transition. Yet, as the Cold War ended and the Soviet Union dissolved, each of these organizations evolved to have a post-Cold War role in the region. Since then, the level of convergence of norms, interests and objectives between these main regional organizations has increased considerably. Is there a common agenda in Europe? Does Europe still need so many organizational elements to tackle the major challenges? In order to bring together thirty very different European states and their citizens, the EU will have to offer more scope for variation. Unlike the existing differentiation by means of opt-outs and deviations, variation is not a concession intended to resolve impasses in negotiations; it is, rather, a different structuring principle. It takes differences in needs and in democratically supported convictions seriously. A common core remains necessary, specifically concerning the basic principles of democracy, rule of law, fundamental rights and freedoms, and the common market.
