The importance of monitoring and evaluation (M&E) of climate change adaptation has been highlighted at global level, including under the Paris Agreement. Simultaneously, adaptation M&E systems are beginning to emerge at the national level in the context of national planning and budgeting processes. This technical guidance note details how to develop M&E systems for adaptation planning in agriculture sectors.

Monitoring and evaluation (M&E) of climate change adaptation (CCA) poses an assortment of thorny methodological challenges. Individually, none are unique to CCA, but together they represent a very distinctive conundrum facing practitioners and policy makers. Adding to this complexity further, climate change may be global in nature but its impacts, and how we respond to them through adaptation efforts, cut across scales, sectors, and levels of intervention. As investments in climate adaptation increase, organizations are seeking to measure, assess and understand an array of adaptation initiatives, and derive learnings to inform policy and praxis. This issue presents findings from many of the most important contemporary CCA program evaluation research initiatives. The chapters represent the most coherent and current collection of CCA M&E research in this emerging and important field, written by many of its leading experts. Filled with examples and insights in formulating coherent responses to methodological challenges, it will be of interest to M&E scholars and practitioners globally. This book is open access under a Creative Commons license. This authoritative book presents the ever progressing state of the art in evaluating climate change strategies and action. It builds upon a selection of relevant and practical papers and presentations given at the 2nd International Conference on Evaluating Climate Change and Development held in Washington DC in 2014 and includes perspectives from independent evaluations of the major international organisations supporting climate action in developing countries, such as the Global Environment Facility. The first section of the book sets the stage and provides an overview of independent evaluations, carried out by multilateral development banks and development organisations. Important topics include how policies and organisations aim to achieve impact and how this is measured, whether climate change is mainstreamed into other development programs, and whether operations are meeting the urgency of climate change challenges. The following sections focus on evaluation of climate change projects and policies as they link to development, from the perspective of international organisations, NGO’s, multilateral and bilateral aid agencies, and academia. The authors share methodologies or approaches used to better understand problems and assess interventions, strategies and policies. They also share challenges encountered, what was done to solve these and lessons learned from evaluations. Collectively, the authors illustrate the importance of evaluation in providing evidence to guide policy change to informed decision-making.

Adaptation is a process by which individuals, communities and countries seek to cope with the consequences of climate change. The process of adaptation is not new; the idea of incorporating future climate risk into policy-making is. While our understanding of climate change and its potential impacts has become clearer, the availability of practical guidance on adaptation has not kept pace. The development of the Adaptation Policy Framework (APF) is intended to help provide the rapidly evolving process of adaptation policy-making with a much-needed roadmap. Ultimately, the purpose of the APF is to support adaptation processes to protect - and enhance - human well-being in the face of climate change. This volume will be invaluable for everyone working on climate change adaptation and policy-making.

This report draws upon emerging monitoring and evaluation practices across developed and developing countries to identify four tools that countries can draw upon in their own assessment frameworks.

As climate change adaptation rises up the international policy agenda, matched by increasing funds and frameworks for action, there are mounting questions over how to ensure the needs of vulnerable people on the ground are met. Community-based adaptation (CBA) is one growing proposal that argues for tailored support at the local level to enable vulnerable people to identify and implement appropriate community-based responses to climate change themselves. Community Based Adaptation to Climate Change: Scaling it up explores the challenges for meeting the scale of the adaptation challenge through CBA. It asks the fundamental questions: How can we draw replicable lessons to move from place-based projects towards more programmatic adaptation planning? How does CBA fit with larger scale adaptation policy and programmes? How are CBA interventions situated within the institutions that enable or undermine adaptive capacity?
