This book is open access under a CC BY 4.0 license. The book examines the methodological challenges in analyzing the effectiveness of development policies. It presents a selection of tools and methodologies that can help tackle the complexities of which policies work best and why, and how they can be implemented effectively given the political and economic framework conditions of a country. The contributions in this book offer a continuation of the ongoing evidence-based debate on the role of agriculture and participatory policy processes in reducing poverty. They develop and apply quantitative political economy approaches by integrating quantitative models of political decision-making into existing economic modeling tools, allowing a more comprehensive growth-poverty analysis. The book addresses not only scholars who use quantitative policy modeling and evaluation techniques in their empirical or theoretical research, but also technical experts, including policy makers and analysts from stakeholder organizations, involved in formulating and implementing policies to reduce poverty and to increase economic and social well-being in African countries.

The roles and applications of various modeling approaches, aimed at improving the usefulness of energy policy models in public decision making, are covered by this book. The development, validation, and applications of system dynamics and agent-based models in service of energy policy design and assessment in the 21st century is a key focus. A number of modeling approaches and models for energy policy, with a particular focus on low-carbon economic development of regions and states are covered. Chapters on system dynamics methodology, model-based theory, fuzzy system dynamics frame-work, and optimization modeling approach are presented, along with several chapters on future research opportunities for the energy policy modeling community. The use of model-based analysis and scenarios in energy policy design and assessment has seen phenomenal growth during the past several decades. In recent years, renewed concerns about climate change and energy security have posed unique modeling challenges. By utilizing the validation techniques and procedures which are effectively demonstrated in these contributions, researchers and practitioners in energy systems domain can increase the appeal and acceptance of their policy models.

This volume honors the extraordinary career of Thomas Hertel. It also celebrates the 25th anniversary of the founding of the Global Trade Analysis Project (GTAP) by Prof. Hertel. All of those contributing to this volume, including Prof. Hertel's students and colleagues, have benefitted in some ways from the selfless professional generosity and dedication to scientific public goods that have been hallmarks of his career.The book examines the history of the GTAP project, the scientific contributions of Prof. Hertel, and the general application of computational modeling to global economic policy analysis. Many books instruct readers on how to use the tools of policy analysis. This book is different. Its primary focus is on helping readers to look critically at the strengths, limitations, and the underlying assumptions analysts make when they use standard tools or problem framings. Using examples, many of which involve issues in science and technology, the book exposes readers to some of the critical issues of taste, professional responsibility, ethics, and values that are associated with policy analysis and research.
