The authors reflect upon the lessons from Cold War era innovation. They find that several factors play a crucial role in innovation, including recognition of the threat environment, senior-leader sponsorship and support, innovators and their advocates and networks, and organizational culture. Additionally, military innovation typically occurs in three stages: speculation, experimentation, and implementation. Should these elements of innovation be missing or insufficient, failure can occur in any of these three stages, as well as during employment on the battlefield. These ingredients and phases combine to yield a framework for diagnosing innovation in historic and contemporary military organizations. The authors then apply this framework to contemporary innovation efforts in both the individual military services and the Department of Defense as a whole. The study examines the relative success of these innovation efforts and suggests four possible outcomes based on the pace of service-level innovation efforts compared to defense-wide innovation efforts. Finally, the authors offer potential operating options for each outcome.

Public sector innovation is important because the pressures of growing expectations from citizens, budget crunches, and a surge of complex governance problems cannot be solved by standard government solutions or increased funding. In order to innovate, government increasingly needs to collaborate with networks of partners across agency boundaries and especially with the nonprofit and private sectors to find new solutions. This interaction within a network can enhance creative and effective governance solutions. In this book, Jacob Torfing closely examines the link between network-based collaborative governance and innovation, proposes a framework for the study of collaborative innovation, and discusses this approach in light of theoretical insights from other disciplines and from examples of public innovation drawn from the United States, Europe, and Australia. Cambodia’s recent freshwater fishery sector reform, instigated at the top level of government, is one of the country’s most significant contemporary policy developments addressing natural resources management and rural development. Implemented in two main waves, the reforms culminated in the complete removal of inland commercial fishing lots. Yet serious problems still need to be addressed, including reportedly widespread illegal fishing, difficulties in protecting critical habitats, and competition among state agencies over resource management authority. This report summarizes the context of the recent fishery reforms, analyzes challenges and opportunities for policy implementation after the reforms, and details the outcomes of local institutional innovations in Kampong Thom Province, followed by a discussion of the implications for ongoing efforts aimed at reducing resource conflict and building livelihood resilience.
