" ... The Agreement purported to achieve two objectives: to allow Québec to develop the territory and to respect the rights and needs of the native people. The first goal was achieved immediately when Québec built the James Bay hydroelectric project. The second objective, however, remains unfulfilled: Inuit autonomy and economic self-reliance are shamelessly being neglected by the governments. After ten years, some lessons must be drawn: implementation of the Agreement and all the complementary agreements requires a formal process; implementation must be tripartite, i.e., coordinated between the governments and the native parties; the Agreement must be regarded as a dynamic process reflecting social and economic changes; the complex bureaucracy created by the Agreement outstretches the human and financial resources in the north. These lessons, and many more, have been learned the hard way, in the daily reality of our relations with governments and corporations. After ten years, the Inuit have learned that having a right means nothing if it is not implemented: the lack of good faith and political will of governments has marred implementation of the Agreement.
