City and state governments around the world are struggling to achieve environmentally sustainable transport. Economic, technological, city and transport planning and human behaviour solutions are often hampered by ineffective implementation. So attention is now turning to institutional, governmental and political barriers. Approaches to these implementation problems assume that transport ownership can only be public (owned by state entities) or private (corporate or personal). Another option – largely unexplored to date – is communal ownership of transport. Community-Owned Transport proposes and develops the notion that communal ownership has a historical basis and provides unique opportunities for providing personal mobility. It looks at the historical roots of modern urban transport’s failings as those of technological change and the associated governing of transport systems, particularly the role of public sector institutions. Community ownership is explored through the new ‘sharing economy’ developments – car sharing, ridesharing and bicycle share schemes – and older social innovations in ecovillages and communal living. Models and practices of community ownership of transport are provided and this study also discusses how community ownership might contribute to sustainable transport. Drawing widely on different disciplines and fields of scholarship, this book explores the conceptual and practical aspects of communal ownership of transport. While participatory development has gained significance in urban planning and policy, it has been explored largely from the perspective of its prescriptive implementation. This book breaks new ground in critically examining the intended and unintended effects of the deployment of citizen participation and public consultation in neoliberal urban governance by the Indian state. The book reveals how emerging formats of participation, as mandatory components of infrastructure projects, public–private partnership proposals and national urban governance policy frameworks, have embedded market-oriented reforms, promoted financialisation of cities, refashioned urban citizenship, privileged certain classes in urban governance at the expense of already marginalised ones, and thereby deepened the fragmentation of urban polities. It also shows how such deployments are rooted in the larger political economy of neoliberal reforms and ascendance of global finance, and how resultant exclusions and fractures in the urban society provoke insurgent mobilisations and subversions. Offering a dialogue between scholars, policy-makers and activists, and drawing upon several case studies of urban development projects across sectors and cities, this volume will be useful for planners, policy-makers, academics, development professionals, social workers and activists, as well as those in urban studies, urban policy/planning, political science, sociology and development studies.

This examination of the formally autonomous state of Hyderabad in a global comparative framework challenges the idea of the dominant British Raj as the sole sovereign power in the late colonial period. Beverley argues that Hyderabad's position as a subordinate yet sovereign 'minor state' was not just a legal formality, but that in exercising the right to internal self-government and acting as a conduit for the regeneration of transnational Muslim intellectual and political networks, Hyderabad was indicative of the fragmentation of sovereignty between multiple political entities amidst empires. By exploring connections with the Muslim world beyond South Asia, law and policy administration along frontiers with the colonial state, and urban planning in expanding Hyderabad City, Beverley presents Hyderabad as a locus for experimentation in global and regional forms of political modernity. This book recasts the political geography of late imperialism and historicises Muslim political modernity in South Asia and beyond.
