In the 1990s, the issue of human resource development in Malaysia has gained prominence in public and private policy circles. Discussions center around training policy, where there are concerns about acute labor shortages, and around industrial development policy, which strives to maintain a skilled and well-trained workforce to increase competitiveness and attract foreign direct investment. But policymakers have been forced to make critical decisions on resource allocation and to design policies without access to comprehensive training data, especially from the private sector. This usually results in supply-oriented policies stemming from mismatches between skills supplied by public training institutions and those actually needed by industry. This report attempts to fill this information gap on private sector training as an aid in formulating training policies that are more demand-driven. The report contains rigorous analysis of private sector-led training and addresses the issue of whether firms in Malaysia underinvest in training. Data came from the Malaysia Economic Planning Units 1994-95 survey and analysis of 2,200 manufacturing firms. The survey elicited information on firm-sponsored training and on a wide range of firm attributes, including size, industry, local or foreign ownership, equipment technology, quality control systems, markets and exports, workforce characteristics, wages and other compensation, and production. The data document, for the first time, the incidence and characteristics of training in Malaysian industry, across firms of different sizes, ownership, and output profiles. The data create an unprecedented opportunity to study the critical links between training, new technology, and quality control. A joint publication of the World Bank, the United Nations Development Programme, and the Malaysia Economic Planning Unit.

Energy and environmental issues in the former Soviet sphere rank as global policy priorities for three reasons. First, civilian application of military nuclear materials multiplies the threat of terrorism. Second, Russian and Caspian oil resources affect world markets, Western energy security, and regional stability. Third, climate change may become a global challenge commensurate with the Cold War, and the transition economies--the former Soviet Union and Eastern Europe--offer the world's largest and cheapest near-term opportunities for curbing greenhouse gas emissions. Yet, the region remains unprepared to deal with these issues, and Western assistance has failed to help. A "second generation" of reform efforts is needed, led from within, but supported by the West. In Energy and Environmental Policies in the Transition Economies William Chandler synthesizes disparate, specialized analyses and publications. He draws on a relatively large body of research on energy technology, oil and gas markets, geopolitics, finance, economic reform, and environmental science specific to Russia, eastern Europe, and the transition economies. In successive chapters Chandler reviews energy use, energy efficiency, nuclear safety and security, petroleum geoeconomics, coal, utility monopoly and competition, and environmental and climatic change in the former Soviet Union and Central and Eastern Europe. Chandler also considers options for a "second generation" of reform efforts. This book evaluates the potential of the combined use of district heating networks and cogeneration in the European Union (EU). It also proposes measures to remove barriers hindering their widespread implementation, formulates policies for their implementation, and evaluates their economic, energy, and environmental consequences. The book presents a preliminary assessment of the likely cost and the impact of widespread adoption of district heating networks and cogeneration carried out in three cities that represent the variety of climatic conditions in the EU. Based on this assessment, it is estimated that by undertaking the maximum economically feasible implementation across the EU, fuel savings of €95M/year would be achieved, representing energy savings of 6,400 petajoules (PJ), which is around 15% of the total final energy consumption in the EU in 2013 (46,214.5 PJ). Using simple and quick calculations and not specific software, the method used allows the evaluation of the potential benefits of retrofitting existing power plants into cogeneration plants and connecting them to nearby heating networks. In light of increasing energy costs and environmental concerns, the book is of interest to heating engineers, city planners, and policy-makers around the globe.
