Il paraît nécessaire de renverser l'ordre des priorités et de privilégier dorénavant les exigences internes de chaque pays, de chaque région du monde. Chacune de ces régions devrait rechercher un développement équilibré en évitant des spécialisations trop étroites et en préservant en son sein une gamme aussi complète que possible d'activités.
