This book explores the international diffusion of Participatory Budgeting (PB), a local policy created in 1989 in Porto Alegre, Brazil, which has now spread worldwide. The book argues that the action of a group of individuals called “Ambassadors of Participation” was crucial to make PB part of the international agenda. This international dimension has been largely overlooked in the vast literature produced on participatory democracy devices. The book combines public policy analysis and the study of international relations, and makes a broad comparative study of PB, including cases from Latin America, Europe, and Sub-Saharan Africa. The book also presents a new methodology developed to examine PB diffusion, the “transnational political ethnography”, which combines in-depth interviews, participant observation and document analysis both at the local and transnational level.

Latin American countries have for a long time been importers of public policies and institutions from the Global North. The colonial legacy and resulting patterns of international relations during the 20th century favoured a course of adoption and hybridization of political institutions. In recent decades, a new conjuncture has emerged in which Latin American policies have started to diffuse South-South and even South-North. Led by Brazil with Participatory Budgeting and the Bolsa Familia program, other countries in the region soon followed. The Bus Rapid Transit (BRT) system and bicycle policies in Curitiba and Bogotá have also reached wide international recognition and circulation. And yet, despite Latin America’s new role as a policy "exporter", little is known about its dynamics, causes, and effects. Why have Latin American policies been diffused inside and outside the region? Which actors are involved? What driving forces affect these processes? This innovative collection offers a new perspective on the policy diffusion phenomena. Drawing on different examples from Latin American experiences in urban local policies and national social policies, experts present a new framework to study this phenomenon centered on the mobilization of ideas, interests and discourses for policy diffusion. Latin America and Policy Diffusion will be of great interest to researchers, educators, advanced students and practitioners working in the fields of political science, public policy, international relations and Latin American Studies.

Participatory Budgeting continues to spread across the globe as government officials and citizens adopt this innovative democratic program in the hopes of strengthening accountability, civil society, and well-being. Governments often adapt PB's basic program design to meet local needs, thus creating wide variation in how PB programs function. Some programs retain features of radical democracy, others focus on community mobilization, and yet other programs seek to promote participatory development. Participatory Budgeting in Global Perspective provides a theoretical and empirical explanation to account for widespread variation in PB's adoption, adaptation, and impacts. This book develops six "PB types" to account for the wide variation in how PB programs function as well as the outcomes they produce. To illustrate the similar patterns across the globe, four empirical chapters present a rich set of case studies that illuminate the wide differences among these programs; chapters are organized regionally, with chapters on Latin America, Asia, Sub-Saharan Africa, Europe, and North America. By organizing the chapters regionally, it becomes clear that there are temporal, spatial, economic, and organizational factors that produce different programs across regions, but similar programs within each region. A key empirical finding is that the change in PB rules and design is now leading to significant differences in the outcomes these programs produce. We find that some programs successfully promote accountability, expand civil society, and improve well-being but, too often, researchers do not have any evidence tying PB to significant social or political change.

This book examines the rise, spread and decline of participatory budgeting in Brazil. In the last decade of the twentieth century Brazil became a model of participatory democracy for activists, practitioners, and scholars. However, some thirty years later participatory budgeting is in steep decline, and on the verge of disappearing from Brazil. Drawing from institutional, political choice, civil society, and public administration literature, this book generates theory that accounts for the rise and fall of an innovative democratic institution. It examines what the arc of the creation, spread, and decline of participatory budgeting tells us about the long-term viability and potential democratic impact of this innovative democratic institution as it spreads globally. Will the same inverted trajectory plague other countries in the future, or will they be able to sustain participatory budgeting for greater periods of time?

New York City has the largest council-sponsored Participatory Budgeting (PB) processes in North America. From its inception in Brazil, PB was a process that empowered the least-advantaged members of the community by providing a way to propose budget allocations through voting. This book reports on a multi-methodological study of New York City’s participatory budgeting (PB) process from the perspective of a city resident over time. A participatory budgeting slogan purports that the initiative offers “real power” and “real money” to constituents at a local level. To critically examine such top-down assertions, and different than much that has been written about PB, this book researches and navigates its events the way a member of the community would see it. The study reveals a lack of transparency, manipulation by city agencies, the favorable treatment of insider proposed projects, and a failure to reveal the basis of project costs. It also finds that there is no singular participatory budgeting project in New York City. Instead, there are numerous participatory budget projects, as many as there are council members who engage in the practice. This book provides a ground-level view of these limitations and recommends substantial reform.

Can participatory budgeting help make public services really work for the public? Incorporating a range of experiments in ten different countries, this book provides the first comprehensive analysis of participatory budgeting in Europe and the effect it has had on democracy, the modernization of local government, social justice, gender mainstreaming and sustainable development. By focussing on the first decade of European participatory budgeting and analysing the results and the challenges affecting the agenda today it provides a critical appraisal of the participatory model. The resurgence of the Left in Latin America over the past decade has been so notable that it has been called “the Pink Tide.” In recent years, regimes with leftist leaders have risen to power in Argentina, Bolivia, Brazil, Chile, Ecuador, El Salvador, Nicaragua, Uruguay, and Venezuela. What does this trend portend for the deepening of democracy in the region? Benjamin Goldfrank has been studying the development of participatory democracy in Latin America for many years, and this book represents the culmination of his empirical investigations in Brazil, Uruguay, and Venezuela. In order to understand why participatory democracy has succeeded better in some countries than in others, he examines the efforts in urban areas that have been undertaken in the cities of Porto Alegre, Montevideo, and Caracas. His findings suggest that success is related, most crucially, to how nationally centralized political authority is and how strongly institutionalized the opposition parties are in the local arenas.
