Fisheries experts increasingly acknowledge the importance of globalization on local, national, and international fisheries. This book brings together fisheries and governance experts from across the globe who present case studies on a broad spectrum of the internationally shared fisheries that inhabit diverse freshwater and marine ecosystem types. Case studies provide the biological background of the fisheries resource, including status and threats to the resource and its ecosystem. The case studies review the evolution and current governance institutions of the fisheries resource, with particular focus on international or global institutions. Each study concludes with an evaluation of the effectiveness of the current fisheries governance institutions, and recommendations for change.

This book presents multi-level approaches to the problem of unsustainable fisheries and provides potential solutions to address it. It discusses the importance of fisheries from a global perspective, describes current fisheries failings, and provides recommendations for more sustainable practices (e.g., food and livelihood security, interdisciplinary approaches, ecosystem-based and community-based management, governance reforms, reduced capacity, and accountability).

Responsible fisheries management is of increasing interest to the scientific community, resource managers, policy makers, stakeholders and the general public. Focusing solely on managing one species of fish stock at a time has become less of a viable option in addressing the problem. Incorporating more holistic considerations into fisheries management by addressing the trade-offs among the range of issues involved, such as ecological principles, legal mandates and the interests of stakeholders, will hopefully challenge and shift the perception that doing ecosystem-based fisheries management is unfeasible. Demonstrating that EBFM is in fact feasible will have widespread impact, both in US and international waters. Using case studies, underlying philosophies and analytical approaches, this book brings together a range of interdisciplinary topics surrounding EBFM and considers these simultaneously, with an aim to provide tools for successful implementation and to further the debate on EBFM, ultimately hoping to foster enhanced living marine resource management.

Through theoretical discussions and case studies, this volume explores how processes of contestation about knowledge, norms, and governance processes shape efforts to promote sustainability through international environmental governance. The epistemic communities literature of the 1990s highlighted the importance of expert consensus on scientific knowledge for problem definition and solution specification in international environmental agreements. This book addresses a gap in this literature – insufficient attention to the multiple forms of contestation that also inform international environmental governance. These forms include within-discipline contestation that helps forge expert consensus, inter-disciplinary contestation regarding the types of expert knowledge needed for effective response to environmental problems, normative and practical arguments about the proper roles of experts and laypersons, and contestation over how to combine globally developed norms and scientific knowledge with locally prevalent norms and traditional knowledge in ways ensuring effective implementation of environmental policies. This collection advances understanding of the conditions under which contestation facilitates or hinders the development of effective global environmental governance. The contributors examine how attempts to incorporate more than one stream of expert knowledge and to include lay knowledge alongside it have played out in efforts to create and maintain multilateral agreements relating to environmental concerns. This book analyzes empirical data from three specific Regional Fisheries Management Organizations (RFMOs) designed to establish rules for the conservation and management of fish stocks in the ocean, in order to assess their effectiveness in converting science into policy for the recovery and maintenance of fishery populations. The three RFMOs discussed are the CCAMLR (Convention for the Conservation of Antarctic Marine Living Resources), the ICCAT (International Commission for the Conservation of Atlantic Tunas) and the CCSBT (Commission for the Conservation of Southern Bluefin Tuna).
