While the European Union (EU) is widely perceived as a model for regional integration, the encouragement of regional co-operation also ranks high among its foreign policy priorities. Drawing on a wealth of sources and extensive fieldwork conducted in the Commonwealth of Independent States (CIS), Laure Delcour questions the pursuit of this external objective in EU policies implemented in the CIS and the existence of an EU regional vision in the post-Soviet area. She asks does the recent compartmentalization of EU policies correspond to a growing fragmentation of the former Soviet Union that cannot be considered as a region anymore? Does it rather reflect the EU's own interests in the area? Interested in exposing why the EU has not pursued a strategy of 'region-building' in the post-Soviet area, Delcour examines the disintegration dynamics affecting the area following the collapse of the USSR, the interplay between different actors and levels of action in EU foreign policy-making and the role of other region-builders. She takes a closer look at the strategic partnership with Russia, European Neighbourhood Policy, Eastern Partnership and Black Sea Synergy as a capability test for the European foreign policy to promote its foreign policy priorities and to raise a distinctive profile in the international arena.

This book explores the implications of European and Eurasian integration projects for the constitutional orders of post-Soviet countries. On the one hand, the process of Eurasian integration, culminating in the establishment of the Eurasian Economic Union (EAEU), led to the creation of new institutions and mechanisms influencing the domestic legal order of the participating countries. On the other hand, the process of European integration, epitomised through the European Union (EU), constitutes an important source of reference for domestic constitutional developments in the countries which recently concluded a new generation of Association Agreements with the EU. This book analyses the implications of both processes. The book addresses the relevant experience of the countries from Central and Eastern Europe with transitional constitutionalism, mapping out the significance of European and Eurasian integration for protecting the rule of law in the post-Soviet space and identifying the constitutional implications and challenges of the EAEU and the new generation of Association Agreements. This article examines the dynamics of regional integration and economic convergence in the post-Soviet world during the period 1999-2008, both considered as a whole and on the level of individual country groups. While the trade integration experienced a negative trend, at the same time one can observe an unprecedented expansion of labour migration - thus suggesting that integration of factor flows can outperform integration of markets for goods and services, at least in this specific case. Clustering processes of the post-Soviet states for economic convergence and for economic integration seem to be unaffected by each other.
