This report presents the findings of a survey of public officials in Guyana, on a wide range of civil service issues from personnel management practices to rewards and disciplinary action, and from budget environment to corruption. The objective of the study is to draw conclusions about those institutional weaknesses that should be the immediate target for reform.

A framework for understanding both bad public sector performance and good through surveys of public officals - and for presenting the results to policymakers in a format that leads to more informed choices about public sector reform.

Drawing from theories in economics, sociology, and psychology, Peculiar Dynamics of Corruption examines how gender, religion, culture, and history affect corruption. It asks and answers many questions such as, does employing more women than men reduce corruption in public sector organizations? How does a country's religious landscape a hundred years ago affect corruption today? Is corruption higher in recessions or times of economic growth? The answers to these questions are surprising: group dynamics may matter more than gender, a history of Protestantism has lasting effects on a country, and corruption is cyclical, but not in a way, most would assume. Corruption is not motivated purely by financial gain and by offering simple explanations of these unexpected causes. This book broadens our understanding of this global issue.

The purpose of this book is to examine the performance of Guyana's economy during the era of dirigisme and the period of economic liberalisation with emphasis on a market economy, using all available micro-and macro-data. In a much broader and meaningful sense, this book deals with the socio-economic progress of Guyana from the 1960s, with heavy emphasis on the market reforms, because this is the dominant and interesting story for policy lessons in the Third World. This book also focuses on what has happened to poverty, inequality, and other social indicators during the reform period. Until now, there has not been any systematic examination of the effects of the economic reforms in Guyana on unemployment, wages and industrial activity; poverty and inequality; farmers' response to price liberalisation; education and health indicators; ethnicity and growth; and governance, crime and corruption. These issues and more are the subject matter of this book. The book refers to those aspects of Guyana's history and recent political events that bear directly on economic policy and the performance of the economic system.
