The United States Air Force (Air Force) has prepared this Remedial Investigation/Feasibility Study (RI/FS) report as part of the Installation Restoration Program (IRP) to present results of RI/FS activities at six sites at the Wainwright radar installation. The IRP provides for investigating, quantifying, and remediating environmental contamination from past waste management activities at Air Force installations throughout the United States. The IRP is a four-phase program that approximates the remedial investigation (RI) and corrective action program used by the U.S. Environmental Protection Agency (EPA) for addressing contaminated sites that may pose a risk to human health or the environment. The Air Force initiated IRP activities at the Wainwright radar installation in 1980 in response to the Department of Defense's (DOD's) commitment to identify past waste disposal sites and eliminate hazards to public health. The initial Phase I assessment in 1980 conducted by the Air Force concluded that past waste management activities at the installation may have resulted in adverse environmental impacts at several sites (CH2M Hill 1981). Phase 1 activities included a detailed review of pertinent installation records from both government and civilian contractors, contracts with various government and private agencies for documents relevant to the program, and onsite visits during July and August 1981. The onsite visits included interviews with key station employees, ground tours of station facilities, and plane overflights.
