This book critically engages with the idea of decentralization as empowering cities and their residents to act innovatively and creatively. The contributions thus highlight how the term ‘empowerment’ in the context of decentralization regimes masks a competing array of intentions and agendas. Who and what are ‘empowered’, given a ‘voice’ and allowed to ‘participate’ via the processes and structures of decentralization (and to what ends) are too frequently assumed in normative conversations about ‘bringing government closer to the people’ and ‘community driven development’. Creating an illusion of a shared language and common set of priorities therefore obscures more complex realities, particularly when there is a disconnect between the official goals of decentralization and civil society aspirations that reinforces politics of exclusion at the grassroots. Equally, official processes of decentralization can, and often are, accompanied by less visible processes of ‘recentralization’ through the reassertion of central state control over putatively autonomous jurisdictions. Through studies in six Asian countries (India, the Philippines, Indonesia, Bangladesh, Thailand and Japan) the essays in this book examine cases whereby a range of urban actors and institutions have been ‘empowered’ via decentralization, and how this realignment of local power relations impacts upon the dynamics of urban governance, albeit not always in socially progressive ways. This book was published as a special issue of Space and Polity.

This study uses satellite imagery and population data for the decade 2000 to 2010 in order to map urban areas and populations across the entire East Asia region, identifying 869 urban areas with populations over 100,000, allowing us for the first time to understand patterns in urbanization in East Asia.

In this book, an interdisciplinary research group of faculty members, researchers, professionals, and planners contributed to an understanding of the dynamics and dimensions of emerging challenges and risks in megacities in the rapidly changing urban environments in Asia and examined emerging resilience themes from the point of view of sustainability and public policy. The world’s urban population in 2009 was approximately 3.4 billion and Asia’s urban population was about 1.72 billion. Between 2010 and 2020, 411 million people will be added to Asian cities (60 % of the growth in the world’s urban population). By 2020, of the world’s urban population of 4.2 billion, approximately 2.2 billion will be in Asia. China and India will contribute 31.3 % of the total world urban population by 2025. Developing Asia’s projected global share of CO2 emissions for energy consumption will increase from 30 % in 2006 to 43 % by 2030. City regions serve as magnets for people, enterprise, and culture, but with urbanisation , the worst form of visible poverty becomes prominent. The Asian region, with a slum population of an estimated 505.5 million people, remains host to over half of the world’s slum population . The book provides information on a comprehensive range of environmental threats faced by the inhabitants of megacities. It also offers a wide and multidisciplinary group of case studies from rapidly growing megacities (with populations of more than 5 million) from developed and developing countries of Asia.

The late twentieth century witnessed rapid changes not only in Taiwan’s economy, but also in its identity. Both economic as well as ideological restructuring have been basic elements in the transformation of postwar Taiwan, as rapid democratization opened a Pandora’s Box, and stirred a whirlwind of social discord. This volume considers such important questions as whether the old Taiwanese work ethic is a relic of the past, and whether Taiwan is likely to become a battleground of ideological wars. The book addresses Taiwanese nostalgia for Chinese culture; the rise and fall of postwar Taiwanese agrarian culture; the transformation of farmers’ social consciousness in the period 1950–1970; the place of Confucianism in postwar Taiwan; and the awakening of the “self ” and the development of a Taiwanese national identity in the post–World War II period. Finally, it considers whether “mutual historical understanding” may be the basis for Taiwan-Mainland relations in the twentyfirst century. This second edition includes two new chapters on the history of Taiwan after World War II, incorporating additional developments in Taiwan in the past decade. Insights extrapolated from an understanding of history are essential for grasping and solving the basic problems Taiwan now faces and, above all, the conflicted relationship between Taiwan and Mainland China. The book’s thematic undercurrent is the question of Taiwan and Mainland China: How do we deal with the tension between cultural China and political China?

In the past decade, urban regeneration policy makers and practitioners have faced a number of difficult challenges, such as sustainability, budgetary constraints, demands for community involvement and rapid urbanization in the Global South. Urban regeneration remains a high profile and important field of government-led intervention, and policy and practice continue to adapt to the fresh challenges and opportunities of the 21st century, as well as confronting long standing intractable urban problems and dilemmas. This Companion provides cutting edge critical review and synthesis of recent conceptual, policy and practical developments within the field. With contributions from 70 international experts within the field, it explores the meaning of ‘urban regeneration’ in differing national contexts, asking questions and providing informed discussion and analyses to illuminate how an apparently disparate field of research, policy and practice can be rendered coherent, drawing out common themes and significant differences. The number of people in South Asia's cities rose by 130 million between 2000 and 2011--more than the entire population of Japan. This was linked to an improvement in productivity and a reduction in the incidence of extreme poverty. But the region's cities have struggled to cope with the pressure of population growth on land, housing, infrastructure, basic services, and the environment. As a result, urbanization in South Asia remains underleveraged in its ability to deliver widespread improvements in both prosperity and livability. Leveraging Urbanization in South Asia is about the state of South Asia's urbanization and the market and policy failures that have taken the region’s urban areas to where they are today--and the hard policy actions needed if the region’s cities are to leverage urbanization better. This publication provides original empirical and diagnostic analysis of urbanization and related economic trends in the region. It also discusses in detail the key policy areas, the most fundamental being urban governance and finance, where actions must be taken to make cities more prosperous and livable.
